Development Zone Introduction
The National Health Technology Industrial Base was jointly established in 1994 by the Ministry of Science and Technology, the People’s Government of Guangdong Province, and the People’s Government of Zhongshan City. It is home to one of the nation’s first pilot zones for innovative industrial clusters, a National Demonstration Base for New Industrialization, and a national-level science and technology business incubator.The base ranks among the top three biomedical parks in Guangdong Province in national evaluations and has repeatedly been honored as one of the “Top Ten National Biomedical Parks,” among other accolades. It was also selected as one of the first batch of provincial-level characteristic industrial parks. After 30 years of development, it has attracted over 540 enterprises in the broader health sector, forming an industrial cluster centered on biomedicine, medical devices, specialty foods and cosmetics, and health services. It has become a leading domestic comprehensive health industry park with international influence.

Location and Transportation:
Zhongshan City is situated at the geometric center of the Guangdong-Hong Kong-Macao Greater Bay Area, located in south-central Guangdong Province at the mouth of the lower reaches of the West River and North River in the south-central part of the Pearl River Delta. It borders Guangzhou and Foshan to the north, Jiangmen and Zhuhai to the west, and faces Shenzhen and the Hong Kong Special Administrative Region across the Lingdingyang Strait to the east.
Transportation:
Air: Five major international airports are located in the surrounding area, including Guangzhou Baiyun International Airport, Zhuhai Jinwan Airport, Shenzhen Bao’an International Airport, Hong Kong International Airport, and Macau International Airport.
Highways: A “two vertical, two horizontal” highway network has been established, covering the Eastern Outer Ring Expressway, Guang’ao Expressway, Nanzhong Expressway, and Zhongkai Expressway. The Shenzhen-Zhongshan Corridor is now fully operational, enabling 30-minute connectivity between towns and sub-districts within the jurisdiction.
Subway: The planned southern extension of Guangzhou Metro Line 18 will traverse the district, with stations including Huoju East Station, Huoju Station, Zhangjiabian Station, and Zhongshan Station.
Urban Expressways: A “three vertical, six horizontal” urban expressway network has been established, comprising the Minzhong Expressway, Minlang Avenue, Mingu Road, Baoli Avenue, Yangguang Avenue, Shagang Highway, Century Expressway, and Huoju Expressway.
Intercity Commuting: Access to all core cities in the Greater Bay Area within 1 hour; Shenzhen within 30 minutes

After 30 years of development, the National Health Technology Industrial Base has attracted over 540 healthcare enterprises, forming an industrial cluster centered on biopharmaceuticals, medical devices, specialty foods and cosmetics, and health services.
Biopharmaceuticals: Home to a group of innovative enterprises represented by Kangfang Biologics, Kangtian Shenghe, Hengdong Biologics, and Shengxiang Haiji.
Chemical Pharmaceuticals: Hosts well-known domestic and international enterprises such as Hui Ling Pharmaceutical, Federal Pharmaceutical, Zhonghao Pharmaceutical, Anshi Pharmaceutical, Jincheng Jinsu, and Ruihua Pharmaceutical.
Medical Devices Sector: Covers full-chain enterprises—from diagnosis and treatment to monitoring—including Lexin Medical, Tianjian Medical, Shengda Tongze, and Tengfei Gene.
Modern Traditional Chinese Medicine Sector: Led by Zhongzhi Pharmaceutical and Shaxi Pharmaceutical.

Industrial Spaces:
Core Zone for High-Quality Development of Biomedicine within the National Health Technology Industry Base: Focuses on developing biotechnology and biomanufacturing; pioneering the development of novel bispecific antibody drugs for tumor immunotherapy, innovative CAR-DC cell therapy drugs, and nuclear pharmaceuticals for cancer treatment; and exploring the establishment of stem cell banks and human organ banks. The goal is to create a hub for the commercialization of biomedical and health industry applications and an international cooperation and innovation zone.
Gaoping Chemical Industrial Park in Sanjiao Town: Located in Sanjiao Town, this high-standard R&D and production base for active pharmaceutical ingredients (APIs) and intermediates focuses on bulk APIs, intermediates, and specialty APIs, supporting the development of an “API Hub.”
Qijiang New City Health Services Cluster: Located in the Torch High-Tech Zone, this cluster prioritizes third-party medical testing, health management, medical care, rehabilitation and wellness, internet-based health services, telemedicine, medical insurance, and pharmaceutical distribution.
Minzhong Shazai API Hub: Located in Minzhong Subdistrict, this area will establish a high-standard R&D and production base for APIs and intermediates, focusing on bulk APIs, intermediates, and specialty APIs, and supporting the development of an “API Hub.”
Shenzhen-Zhongshan Cooperation Innovation Zone Biomedical Park: Located in Minzhong Subdistrict, this park will focus on specialized biomedical sectors such as smart medical device R&D and high-end interventional consumables, as well as CXO platforms and MAH licensing platforms, to build a high-end medical device R&D and manufacturing base.
Zhongshan Life Sciences Park and Kangfang Bay Area Technology Park: Located in Cuiheng New District, these parks target cutting-edge life science technologies, with a focus on the R&D of innovative drugs represented by small molecules, macromolecules, and cell and gene therapies, aiming to create a source of innovation for the biopharmaceutical and health industries.
South China Modern Traditional Chinese Medicine City: Located in Nanlang Subdistrict, this initiative focuses on niche areas such as compound preparations based on classical traditional formulas and innovative TCM drugs, aiming to establish a hub for modern TCM technological innovation, an R&D and manufacturing base, and a center for the commercialization of research outcomes.

High-End Innovation Platforms: Through self-construction, collaborative development, and the introduction of third-party initiatives, the National Health Technology Industry Base has established a dynamic public service support system covering the entire industrial innovation chain—from R&D, pilot production, testing and inspection, and technology commercialization to financial capital and incubation/acceleration. Notable mature platforms include 4 CRO (Contract Research Organization) service platforms, 6 CDMO (Contract Development and Manufacturing Organization) service platforms, 5 MAH (Marketing Authorization Holder) platforms, 3 animal testing platforms, and 6 testing and inspection platforms.
Talent Platforms: The National Health Technology Industrial Base has attracted a large number of outstanding high-end leading talents and innovative research teams to settle here. Currently, there are 2 academician workstations, 3 provincial-level innovation teams, and 25 municipal-level innovation teams. Additionally, the base has established 1 National-Local Joint Engineering Research Center, 3 branch offices of National Key Laboratories, and 2 Guangdong Provincial Key Laboratories.
