The Haining Sub-zone of the Caohejing Development Zone is located in the northern section of the Haining Economic Development Zone. Pursuant to Document No. 71 (2009) of the Zhejiang Provincial Government Office dated September 1, 2009,the Zhejiang Provincial Government approved the establishment of the Haining Sub-zone of the Shanghai Caohejing New Technology Development Zone and defined its boundaries as follows: east to Provincial Highway 08, west to the boundary between Haining and Tongxiang, north to Yanhu Highway and the planned Hangping-Shen Line, and south to Changshan River.The total planned area is 15 square kilometers. This includes 11.73 square kilometers of agricultural land (8.81 square kilometers of arable land), 2 square kilometers of construction land, 0.9 square kilometers of waterways, and 0.37 square kilometers of roads. The area designated for immediate development is 5 square kilometers.
