The Ningbo Southern Coastal Economic Development Zone (hereinafter referred to as the “New Zone”) is located on the northern shore of Sanmen Bay in Zhejiang Province. Sanmen Bay has long been renowned as the “Golden and Silver Beaches” and historically served as a major hub for maritime trade with Japan and Korea. Today, it stands as a “bridgehead” from which Ningbo extends its influence to Taizhou,It serves as a vital link connecting the Hangzhou Bay Industrial Belt and the Wenzhou-Taizhou Coastal Industrial Belt, and represents a key strategic reserve for Ningbo’s development over the next three decades. The development of the New Area can be divided into three phases: In March 2010, the Ninghai County Party Committee and County Government decided to establish the Preliminary Office for the Development and Construction of the Ninghai Sanmen Bay New Area, relocating the Ninghai Economic Development Zone Management Committee to this region and forming a new leadership team, thereby marking the beginning of the development and construction of the Ninghai Sanmen Bay area;In July 2014, the Ningbo Municipal Party Committee and Municipal Government decided to establish the Ningbo Southern Coastal New Area in the Ninghai Sanmen Bay region and set up the Ningbo Southern Coastal New Area Management Committee as a municipal government-dispatched agency. The principal leaders of the Ninghai County Party Committee concurrently served as the Party Working Committee Secretary and the Director of the Management Committee, respectively, with the Ninghai Economic Development Zone Management Committee acting on their behalf for development and construction;In December 2017, the Provincial Party Committee and Provincial Government approved the establishment of the Ningbo Southern Coastal Economic Development Zone as a provincial-level development zone. By August 2020, the Ninghai County Party Committee and County Government formally established the Ningbo Southern Coastal Economic Development Zone Management Committee and relocated the Ninghai Economic Development Zone Management Committee back to its original jurisdiction.After more than a decade of development, the New District has attracted a number of key projects, completed a number of major engineering projects, and planned a number of key platforms, with the framework for large-scale development and construction now fully in place.
