Government Overview
Xingan County is located in central Jiangxi Province and serves as the “northern gateway” to Ji’an City. The county comprises 7 towns, 6 townships, one subdistrict, and one state-owned forest farm, as well as 134 administrative villages and 26 neighborhood committees. With a total area of 1,248 square kilometers and a population of 350,000, it is renowned as the “granary, orange capital, sea of forests, salt fields, and medicinal herb county.”

Xingan is a millennium-old county with a long history and rich cultural heritage. Established in 221 BC, it is one of the eighteen ancient counties of Jiangxi. The Shang Dynasty tomb site excavated in Dayangzhou Town in 1989 was listed as one of the “100 Major Archaeological Discoveries of the Century,” rewriting the history of civilization in southern China. As a result, Xingan has been hailed as the “Bronze Kingdom of the Middle Yangtze.”The county also preserves more than 30 historical sites and landmarks, including the Niutou City Ruins, the Warring States-era Granary, Yue Fei’s Command Post, and Huizheng Bridge—which was named and inscribed by Su Shi.

Xingan is a land of outstanding people and unique cultural heritage. Throughout history, it has produced numerous distinguished figures, including Lady Zhan of the Jin Dynasty—one of the “Four Great Virtuous Mothers”—He Changyan, the top scholar of Jizhou in the Song Dynasty, Jin Youzi, a chancellor of the Ming Dynasty, and Wang Yan of the Qing Dynasty, known as “the most incorruptible official under heaven.” Veteran proletarian revolutionaries such as Mao Zedong, Peng Dehuai, and Zeng Shan also left their marks here during their struggles.Xinggan is also the hometown of Xiao Jufang, wife of Comrade Zhu De, and the ancestral home of Comrade Xi Zhongxun. With a rich cultural heritage, the modern "Wanyue" school writer Zhang Henshui spent his youth in Sanhu Town, drawing inspiration from his time there to write *Northward-Flying Geese*. Xinggan has also nurtured intangible cultural heritage and agricultural traditions such as paper-cutting, bamboo horse dance, Lianhua Luo folk opera, and Lei Cha tea-pounding, earning it the titles of "National Advanced County for Culture" and "Hometown of Paper-Cutting."

Xinggan is a livable haven with convenient transportation and an excellent ecological environment. The Beijing-Kowloon Railway, the Changji-Ganzhou High-Speed Railway, the Dongchang Expressway, National Highway 105, and the Gan River all traverse the county, forming a “one-hour economic circle” within the province and a “four-hour economic circle” with major cities in the “Changzhou-Zhuhai-Fujian” region. The ecological environment is excellent, with a forest coverage rate of 57.07%. Water quality at major river sections and in centralized urban drinking water sources meets standards 100% of the time, and air quality is excellent. The county is home to the national 4A-level scenic area of Haimuyuan and seven national 3A-level tourist attractions. It has been honored with titles such as National Civilized City, National Hygienic County, National Garden County, and the National Comprehensive Governance “Chang’an Cup.”

Xingan is a vibrant, rapidly developing city with distinctive characteristics. It has established an industrial structure led by salt, brine, pharmaceuticals, and chemicals, with luggage and leather goods and intelligent manufacturing serving as key sectors. The salt, brine, pharmaceuticals, and chemicals industry, along with the luggage and leather goods sector, have been designated as provincial-level key industrial clusters. Among these, the Salt Chemical Industrial Park is one of the eight major provincial chemical industrial parks, and “Xingan Luggage” has been selected as one of the top ten most popular regional consumer brands in Jiangxi, with products exported to more than 50 countries and regions worldwide. The county currently boasts three National Geographical Indication (GI) protected products: Shangzhou Zhiqiao, Sanhu Red Tangerine, and Yuhe Gongmi. Jinggang Honey Tangerines are renowned as the “three-good” tangerines—attractive, easy to peel, and delicious. The county maintains 116 “Three Products and One Standard” agricultural products and has been recognized as a National Agricultural Product Quality and Safety County, a National Strong County for Rice Processing, a National Commercial Grain Base County, and a National Strong County for the Food Industry. From 2017 to 2022, the county was recognized as an Advanced County for High-Quality Development in the province for six consecutive years and received the highest rating in the city’s comprehensive performance evaluation for 2024.
