Over the past five years since its establishment, the Sheyang County (Hede) High-Tech Entrepreneurship Park has focused on its core positioning of “green ecology, distinctive industries, technology incubation, and entrepreneurship hubs,” dedicating its efforts to fostering two leading industries: non-destructive testing equipment and power and electrical appliances. The non-destructive testing equipment industry holds more than 90% of the national market share, making the park the country’s largest production base for magnetic particle inspection machines; the power and electrical appliances sector has emerged as a new growth industry in recent years.In accordance with the “2+X” development plan for new and distinctive industries, the park has recently focused on attracting advanced equipment manufacturing, electronic information, and new energy industries. In particular, the successive commencement of construction on the Taiwanese-invested Haide Electronics Industrial Park, the Deneng Power Supply Project, and the Zhan Sheng Electronics Project has added a significant highlight to the park’s development of distinctive industries.
With the goal of building a 10-billion-yuan industrial park and advancing to the status of a provincial-level development zone, the park has adopted market-oriented operations. It has invested 30 million yuan to meticulously establish eight service platforms—including project agency, financial and tax agency, financing guarantees, talent and labor services, technology incubation, logistical support, warehousing and logistics, and industry associations—to provide enterprises with comprehensive, “nanny-style” services.In terms of platform development, the park has established a provincial-level public science and technology service platform and a municipal-level entrepreneurship park academician workstation centered on the non-destructive testing machinery industry. Additionally, the DeNeng Power Postdoctoral Workstation for overseas returnees is currently under construction. The arrival of Zhejiang Ningbo Haishang Network Technology has accelerated the development of corporate e-commerce platforms, marking a significant step forward for the park’s software industry.
To promote the upgrading of small and medium-sized enterprises and enhance their independent technological innovation capabilities, the park has assisted enterprises in establishing industry-university-research consortia with more than 20 research institutions, including Tsinghua University, Peking University, Tianjin University, and Southeast University. Twelve enterprises have established engineering technology R&D centers.To date, enterprises have cumulatively introduced over 200 high-tech innovations and filed 68 patent applications. One enterprise has been approved as a provincial-level high-tech enterprise, while four enterprises have been designated as municipal-level high-tech enterprises and municipal-level engineering and technology R&D centers, respectively. Eight enterprises are expected to be approved as provincial-level high-tech private enterprises.
