A national-level economic and technological development zone established in 1992 with the approval of the State Council, it is located in Heping District, Shenyang, with a planned area of 6.5 square kilometers. It is the first national-level economic and technological development zone in Northeast China to be named after “finance” and “commerce.” The zone focuses on developing modern finance, business services, the digital economy, and headquarters economy. It is home to institutions such as the Northeast Headquarters of the China Construction Bank, the Shenyang Branch of Shanghai Pudong Development Bank, the Northeast Regional Headquarters of JD.com, and the Shenyang Property Rights Exchange.Directly accessible via Metro Lines 2 and 9, the park is situated in Shenyang’s core commercial district. By 2025, it aims to achieve a service sector value-added of over 50 billion yuan, with the financial sector’s value-added accounting for 42% of the park’s GDP, and to host 380 financial institutions, including 45 foreign-funded institutions.The park serves as the financial innovation hub for the Shenyang Area of the Liaoning Pilot Free Trade Zone, featuring facilities such as the Financial Tower, Digital Economy Industrial Park, and International Business Center. It offers policies including incentives for financial enterprises to establish operations, individual income tax rebates for senior executives, and conveniences for cross-border investment and financing.
