Industrial Park Introduction
Xi'an Software Park is a specialized park within the Xi'an High-Tech Zone dedicated to the large-scale development of the software and service outsourcing industries. It was established in December 1998. It has been successively designated as a National Torch Program Software Industry Base, a National Software Industry Base, a National Software Export Base, and a National Service Outsourcing Base City Demonstration Zone. It is currently one of only four parks in China to hold both national software "dual base" designations.
In accordance with the industrial layout and infrastructure framework of the High-Tech Zone, a spatial development framework for the software and service outsourcing industry has been established, comprising “One Core, One Axis, and One City.”
“One Core”: The Demonstration Zone covers over 500 mu (approximately 33 hectares) with a total floor area of 550,000 square meters. It hosts more than 310 enterprises and employs 28,000 people, with a 100% occupancy rate;
“One Axis”: This refers to the Service Outsourcing Base Industrial Cluster Belt, located within the Xi’an High-Tech Zone CBD. It covers 91 mu (approximately 6 hectares) with a planned floor area of 145,000 square meters. Operations began in early 2010, with the entire project completed in January 2011. Investment promotion was completed ahead of schedule, attracting 20 large-scale projects. The zone has achieved 100% occupancy, gathering nearly 15,000 employees and generating an annual total output value of 5 billion yuan, with exports exceeding 300 million USD;
“One City”: Refers to the Software New City. Spanning 14 square kilometers, the “Software New City” is situated in the area east of the Ring Expressway, west of the West Third Ring Road, south of Keji Fourth Road, and north of Keji Eighth Road. It comprises four sections: the Industrial Core Zone, the Talent Development and Service Zone, the Technology and Commerce Zone, and the Supporting Residential Zone. Upon completion, it is expected to employ 200,000 people and generate annual revenue exceeding 100 billion yuan. It will serve as a major global R&D hub.It hosts over 100 R&D centers from companies such as IBM, Sybase, Oracle, Emerson, and Rockwell (U.S.); Infineon (Germany); Platform (Canada); Fujitsu, NEC, DENSO, and ABeam (Japan); Wudi, Advantech, and Lixin (Taiwan); as well as domestic firms like Huawei, ZTE, Kingdee, and Yonyou, alongside local enterprises such as Xidian Jietong, Jiaotong Jiepu, and Sanming Technology.
A cluster of industry application software enterprises. In sectors such as equipment manufacturing, energy and power, education, healthcare, and finance, a group of over 500 companies has emerged, represented by firms including Synergy Software, Future International, Western Century, Meilin Electronics, New Generation, Shiwen Software, Hengsheng Industrial Automation, and Kingdee.
Embedded Software Hub. Focusing on handheld terminals, military electronics, and smart instrumentation, this hub has fostered a group of leading enterprises including Longqi, Spreadtrum, Taiwei, Datang Telecom, HZST, Tianhe, and Coolpad.
Information Services Outsourcing Base. Centered on modern service businesses such as IT technical support, BPO, call centers, data and information services, e-commerce, and electronic trading in the finance and insurance sectors, this base has fostered over 100 enterprises, including Baisheng, Dun & Bradstreet, Ping An Insurance, Digital China, HOV, Yanxing Technology, and Broadcom Information.
