Park Overview
The Zhejiang Deqing Economic Development Zone, formerly known as the Deqing Xinshi Industrial Park, was established in May 2001 following approval by the Deqing County Commission of Economy and Planning. In October 2002, it was designated as the “Zhejiang Food Industry Special Zone” by three provincial departments, including the Zhejiang Provincial Commission of Economy and Trade; in November of the same year, it was approved by the Ministry of Agriculture as a “National Science and Technology Park for Township Enterprises”;In April 2004, the Deqing Industrial Park was designated by the provincial government as a development zone (park) to be retained; in August 2006, it passed the review of the National Development and Reform Commission and was confirmed as a provincial-level development zone (park), and was named the Deqing Industrial Park. Using 2010 as the base year, the “12th Five-Year” Development Plan and Three-Year Action Program for the Deqing Industrial Park were formulated, clearly defining the next phase of development goals.The Deqing Industrial Park has a planned total area of 4.86 square kilometers. By the end of 2011, the actual developed area had reached 5.6 square kilometers. According to the development plan, the total developed area is expected to reach 11 square kilometers, indicating significant potential. Currently, the industrial park’s infrastructure—including roads, drainage, sewage disposal, and landscaping—is well-developed. It features a 12-megawatt thermal power plant, a water treatment plant with a daily capacity of 30,000 tons, and a sewage treatment plant with a daily capacity of 20,000 tons.Additionally, telecommunications transmission has been digitized, with video telephony, ISDN, DDN networks, and packet-switching systems now operational. A broadband network has also been established. The increasingly comprehensive infrastructure has attracted numerous enterprises to the park, significantly enhancing its capacity to accommodate new businesses. Currently, 156 enterprises have settled in the park, including 52 with an annual output value exceeding 20 million yuan. The three leading industries in the park are food processing and packaging, new building materials, and equipment manufacturing.Among these, Zhejiang Wulong New Materials Co., Ltd. ranks first in China and among the world’s leaders in the production and sales of concrete admixtures, while Xinshi Oil Company holds the top position in the country for rapeseed processing capacity. The cluster’s distinctive industrial strengths are evident, with the specialized electromechanical sector emerging as a new pillar industry of the Deqing Industrial Park, where enterprises such as Jiajie Electric Vehicles and Teda Micro Motors, along with their products, have distinguished themselves.In the modern service sector, a distribution hub for the transportation and wholesale of bulk commodities—including home appliances, steel, and food—has been established, led by Baicheng Logistics and Shengda Logistics. In 2012, the park achieved a total industrial output value of 15.2 billion yuan, sales revenue of 14.7 billion yuan, actual foreign investment of $18 million, actual domestic investment of 336 million yuan, and generated 620 million yuan in profits and taxes.
