On April 15, 2020, the Wanjiang Jiangbei Emerging Industries Cluster (hereinafter referred to as the “Jiangbei New District”) was officially inaugurated. It encompasses Shenxiang Town, Erba Town, Tangou Town, Baimao Town, and Yuxikou Subdistrict, with a registered population of 350,000. The planned area is 220 square kilometers, and the area designated for construction is 110 square kilometers.The spatial layout is divided into three zones: Dalongwan, Shenxiang, and Baimao, with the Baimao zone designated as a strategic reserve area.

The Jiangbei New District enjoys superior geographical and transportation advantages. It is situated at the intersection of national strategies such as the development of the Yangtze River Economic Belt, the integrated development of the Yangtze River Delta, and the rise of the central region. As a key node in the G60 Science and Technology Innovation Corridor, it forms the “Golden Triangle” of the Hefei-Wuhu-Ma’anshan urban cluster and serves as the bridgehead of the Hefei-Wuhu-Bengbu National Independent Innovation Demonstration Zone. It falls within the 1-hour economic zone of Hefei and Nanjing and the 3-hour economic zone of Shanghai.The First, Second, and Third Yangtze River Crossings have been completed and opened to traffic; the Wuhu South Yangtze River Tunnel is scheduled for completion and opening in 2024; and construction of the Taishan Road Bridge and the Beijing Road Yangtze River Tunnel (Phase II of Metro Line 2) will commence during the 14th Five-Year Plan period. Wuxuan Airport, Hefei Xinqiao Airport, and Nanjing Lukou Airport are all within a one-hour travel radius.The Shangqiu-Hefei-Hangzhou High-Speed Railway connects the north and south, while the Hefei-Wuhu-Xuancheng Intercity Railway, the North Yangtze River High-Speed Railway, and the Hefei-Wuhu Maglev are being accelerated. The Jiangbei New Area is fully integrating into the “Yangtze River Delta” rail network.

The Dalongwan District will prioritize the development of the Anhui Provincial Research Institute Cluster for New Energy and Intelligent Connected Vehicles and the Wuhu Cluster for the “East Data, West Computing” initiative, while actively promoting the aggregation of modern service industries such as construction technology and financial services.The Shenxiang District is focusing on building an advanced manufacturing industrial base. A number of projects worth tens of billions of yuan have already commenced production, including the Xinyi Phase VII photovoltaic module cover plate project, the Haichuang lithium iron phosphate cathode material project, and the Chery-Huawei Electric Intelligent Vehicle (Chery Super Plant 2). Construction of the Xiwan Industrial Park and the Beiwan Intelligent Equipment Manufacturing Park is accelerating at full speed.

Jiangbei New Area adheres to the urban development philosophy of green, integrated, and shared development, enhancing urban functional facilities to high standards and advancing construction with high quality. Major public infrastructure projects, such as Wanjiang University, have been completed and opened for classes; the Anhui Provincial Public Health Clinical Center (Wuhu) is progressing rapidly; resettlement housing has commenced construction in full; high-quality municipal educational resources are accelerating their concentration in Jiangbei; and new road networks, including Chujiang Avenue and Wuyue Road, are being expedited.Innovation and entrepreneurship platforms such as the Wangu Digital Software Park, Wangu Headquarters Economy Park, Youth Entrepreneurship Industrial Park, and talent housing complexes are advancing rapidly, while commercial facilities, star-rated hotels, cultural and sports centers, and green spaces are being developed in tandem. The new city of Jiangbei New Area is taking shape.

The Jiangbei New District is firmly focused on advancing the goals and tasks of high-quality development, vigorously promoting the “1358” Plan. Specifically, by the end of June 2024, the district aims to achieve the targets of “100 construction sites, 300 tower cranes, and 50 billion yuan in investment” within two years.The district is implementing eight major special campaigns: the Campaign to Foster a Strong Development Atmosphere, the Campaign to Accelerate Land Acquisition, the Campaign to Advance Project Construction, the Campaign to Attract Investment, the Campaign for Integrated Development, the Campaign to Double Asset Operations, the Campaign to Resolve Legacy Issues, and the Campaign for Institutional and Mechanism Reform, striving to achieve the “Jiangbei Acceleration.”

In 2023, Jiangbei New Area focused on high-quality development as its central theme, prioritizing industry, project implementation, and accelerated construction. By capitalizing on favorable momentum to foster industry and revitalize the city, the district demonstrated a positive development trajectory, with major economic indicators achieving rapid growth. Total industrial output value for enterprises above designated size reached 21.6 billion yuan, a year-on-year increase of 26%; industrial added value for enterprises above designated size reached 4.8 billion yuan, a year-on-year increase of 27%; fixed-asset investment reached 20.5 billion yuan, a year-on-year increase of 56%;construction and installation investment reached 16.5 billion yuan, up 96% year-on-year; and output value of the construction industry (within qualified scope) reached 6.5 billion yuan, up 80% year-on-year. A total of 136 projects were signed, with a total investment of 44.8 billion yuan. Construction of innovation and entrepreneurship platforms exceeding 1 million square meters was accelerated across the board. Throughout the year, 1,530 new market entities were registered, including 1,110 enterprises and 420 individual businesses, with various “legal entities” and “natural persons” engaged in innovation and entrepreneurship converging rapidly in Jiangbei.
