The Xiamen-Longyan Mountain-Sea Cooperation Economic Zone is the only inter-city economic cooperation zone in Fujian Province and the only economic zone in the country that benefits from both special economic zone and Soviet-era revolutionary base area policies. In May 2014, the Fujian Provincial Government approved the establishment of the Xiamen-Longyan Mountain-Sea Cooperation Economic Zone. In March 2022, the “Implementation Plan for Deepening Mountain-Sea Cooperation in the New Era in the Southwestern Fujian Coordinated Development Zone” was issued, specifying that Xiamen City would form a partnership with Longyan and other cities.In November 2023, the Provincial Party Committee and Provincial Government issued the “Opinions on Further Deepening and Strengthening Mountain-Sea Collaboration in the New Era to Promote Coordinated Regional Development,” which explicitly established a counterpart collaboration relationship between Xiamen and Longyan to jointly advance mountain-sea collaboration in the new era.
