Development Zone / Park Overview:
Established in 1995 with approval from the Ministry of Science and Technology, the park is located in the north-central part of Baiyun District, Guangzhou. It is the nation’s first national-level private science and technology park, one of the “One Zone, Five Parks” within the Guangzhou High-Tech Industrial Development Zone, and a core platform and key driver of Guangzhou’s private economic development.In 2021, the park established a new “One Core, Three Parks” framework, covering a total area of approximately 38 square kilometers. This includes the Future Industry Innovation Core Zone, the Guangzhou Rail Transit Equipment Industrial Park, the Beauty and Health Industrial Park, and the Smart Home Industrial Park. In 2025, the park’s operating revenue exceeded 259.09 billion yuan, representing a year-on-year increase of 11.5%.marking nine consecutive years of double-digit growth. Occupying just 0.7% of Baiyun District’s land area, the park contributes over 50% of the district’s industrial output value and hosts more than 8,000 enterprises. Through the redevelopment of urban villages, it has enhanced the quality and efficiency of underutilized land, becoming a model example of “driving industrial leapfrog development by tapping into existing resources.”
Key Industries:
The core industries are future industries, rail transit, beauty and health, and smart home technology. The park focuses on developing industrial clusters in cosmetics, smart home technology, hydrogen energy, robotics, and biomanufacturing. It also cultivates industries such as intelligent equipment, biopharmaceuticals, next-generation information technology, laser and plasma technology, smart appliances, high-end equipment, third-generation semiconductors, and technology-driven financial services, forming a development model of “headquarters + production base, specialized manufacturing + comprehensive services.”
Location and Transportation:
Located in the north-central part of Baiyun District, Guangzhou, at the western foot of Maofeng Mountain Forest Park and on the south bank of the Liuxi River, the area serves as a key hub connecting the central urban area with the northern industrial belt;It is approximately 18 kilometers from downtown Guangzhou, 6 kilometers from Guangzhou Baiyun International Airport, 18 kilometers from the railway station, and 23 kilometers from Huangpu Port, with access to major surrounding transportation hubs within 30 minutes;Major thoroughfares such as the Beijing-Hong Kong-Macau Expressway, North Second Ring Expressway, Airport Expressway, New Guangzhou-Conghua Highway, Guanghua Highway, and Provincial Highway S116 crisscross the area, with a road network density on par with that of internationally developed regions, ensuring a dense and convenient transportation network.

The spatial layout follows a “One Core, Three Parks” model. The “One Core” refers to the Future Industry Innovation Core Zone, while the “Three Parks” are the Guangzhou Rail Transit Equipment Industrial Park, the Beauty and Health Industrial Park, and the Smart Home Industrial Park. With the core area serving as the main axis for industrial development, surrounding functional zones are strategically arranged to form a spatial structure characterized by “core leadership + coordinated support”;The core zone prioritizes the establishment of smart equipment R&D centers, biopharmaceutical pilot production bases, and technology business incubators, while attracting headquarters-based businesses and industries such as next-generation information technology, lasers, and plasma technology. Through the redevelopment of urban villages, 115 hectares of industrial land have been released, facilitating the implementation of 71 key projects, including the Greater Bay Area Fashion Industrial Park and the Meishi Display & Control Industry Smart Manufacturing Base.
Industrial Ecosystem:
Innovation Platform Support: The district hosts 13 research platforms for doctoral and postdoctoral researchers, as well as 64 enterprise R&D institutions at the provincial level or above; 70% of industrial enterprises above designated size have established R&D institutions. It is deeply integrated into the development of the Guangdong-Hong Kong-Macao Greater Bay Area International Science and Technology Innovation Center, building institutional mechanisms for the commercialization of scientific and technological achievements and promoting industry-academia-research collaboration.Accumulation of Innovation Achievements: A total of 4,594 patents have been granted, and the city has participated in the formulation of 197 international, national, and industry standards; in 2024, the output value of large-scale enterprises in the semiconductor and integrated circuit sectors grew by 33.8%.Enterprise Tier Development: The city has attracted 457 high-tech enterprises, 247 provincial-level or higher “Specialized, Refined, Unique, and Innovative” (SRUI) enterprises, 22 national-level SRUI “Little Giant” enterprises, 13 listed companies (2025 data), and 810 enterprises meeting the “four above” criteria, with the innovation entity tier becoming increasingly robust.Industrial Support System: Customized industrial spaces are provided, with planning and construction focused on meeting enterprises’ needs throughout their entire lifecycle. Flexible, multi-scale layouts are designed to accommodate the integrated “R&D + production” requirements of private enterprises.
Industrial / Facility Space:
With a total area of approximately 38 square kilometers, the district provides over 2 million square meters of industrial space, including high-standard factory buildings, R&D centers, and pilot production bases. By 2025, the “One Core, Three Parks” development zone is projected to achieve 750,000 square meters of leased and sold space, with 28 new projects breaking ground and 23 projects completed, totaling approximately 2.09 million square meters of completed floor area;The Core Area Science, Innovation, and Smart Manufacturing Park covers 35 hectares, with a planned construction volume of 650,000 square meters; approximately 297 hectares of land, including scattered village dwellings and collective properties, were reclaimed through urban village renovation, significantly improving land utilization efficiency; by 2025, land use approvals for 3,722 mu were completed, with 1,474 mu of land supplied.
Support Facilities & Services:
Industrial Support: Over 2 million square meters of industrial space to meet the full lifecycle needs of enterprises; by 2025, a 60,000-square-meter sports park will be completed, and 19 roads with a total length of 11.2 kilometers will be opened to traffic; 35 new roads totaling 18.9 kilometers are planned; construction of 55 roads is underway to enhance the integrated urban-industrial support functions.Lifestyle Amenities: Facilities such as talent apartments, public schools, community hospitals, and commercial centers have been completed, with high-end dining options like The Peninsula Hotel and Wyndham Hotel introduced; three comprehensive parks, seven community parks, eight pocket parks, and one urban agricultural park are planned, achieving a 98% park service coverage rate to create an ecological park where “greenery is within 5 minutes”;Construction of the first phase of supporting facilities—including talent apartments, a 24-classroom public elementary school, and a community hospital—will commence in September 2024. Government Services: Establish the Minke Park Branch of the Guangzhou Municipal Government Service Center to provide “one-stop” processing for district-level business-related matters. Ninety percent of services will be available online and completed in a single visit, with approximately 105,000 transactions processed by 2025;Establish a four-tiered cultivation system for innovative technology enterprises. By 2025, host 29 industry-finance matching events, 5 key industry matchmaking sessions, and 8 job fairs, creating nearly 1,000 jobs for 94 enterprises and assisting 40 talents from 13 enterprises with residency registration.Ecological Infrastructure: Establish an integrated ecological structure featuring “one axis, two zones, and four corridors,” renovate and improve 5 kilometers of waterways to form a network; create systematic pedestrian and bicycle spaces connecting functional nodes such as the comprehensive service center and community service stations; plan public spaces such as community markets and sports facilities, while introducing profit-generating projects like themed retail and creative workshops to accelerate the deep integration of industry and urban development.
