Development Zone Introduction
The Beitun Economic and Technological Development Zone is located within the administrative boundaries of Beitun City, Tenth Division. It lies 3 km southwest of Beitun City, borders Fuhai County to the west and south, and is more than 600 km from Urumqi and more than 300 km from Karamay.40 km south of Fuhai County, 60 km north of Altay City, 82 km west of Burqin County, and 170 km east of Fuyun County.
The Beitun Economic and Technological Development Zone focuses primarily on agricultural product processing, commerce and logistics, and import-export trade as its leading industries:
First is agricultural product processing. The primary cash crop in Altay is sunflower seeds, and Beitun is known as the “Sunflower Seed Capital.” Leveraging the region’s million-mu cultivation base and the fact that its high-quality output accounts for 28.7% of the national total, the development zone currently hosts 13 sunflower seed processing enterprises, such as Shalaoda, Dingshan, and Xiyu Jinkui, with an annual processing output value of 280 million yuan.There are six enterprises engaged in domestic and international sunflower seed trade, including Xuebairen, Sanxin, and Jintun, with an annual import and export volume of $130 million.
Second is commerce and logistics. The Economic Development Zone currently has six specialized markets, including the Shenzhou Logistics Port, Jiuding Wholesale Market, and the Machinery and Electromechanical Trading Market, serving as a distribution hub for bulk commodities across Altay’s six counties and two cities.Leveraging the region’s only railway freight marshalling yard, the zone handles 1.2 million tons of domestic and international mineral products in a typical year and is actively developing into a multimodal transport hub and land port.
Third is import-export trade. The Development Zone currently hosts 12 import-export enterprises. Capitalizing on the strategic advantages of its border ports connecting four countries and six regions, the zone achieves an annual import-export volume of $860 million, accounting for 10% of the entire Production and Construction Corps’ total.In recent years, the Division and City have intensified efforts to cultivate export bases for local agricultural products. Products such as sunflower seeds and fava beans have been exported to Germany, the Netherlands, and Belgium via the China-Europe Railway Express. This year, to address the pandemic and alleviate seasonal financing difficulties for enterprises, the Division and City Party Committee, with the support of Xinjiang aid programs, launched the construction of a 50,000-ton raw material warehouse receipt pledge financing platform in the Development Zone, aiming to raise the ratio of agricultural product processing in the Division and City to 1.85:1.
