Park Overview
The Xinjiang Zhundong Economic and Technological Development Zone is located within the Changji Hui Autonomous Prefecture. The Zhundong Coalfield within the development zone is a key component of the 14th large-scale coal base designated by the state.The coalfield stretches from the eastern border of Fukang City in Changji Prefecture in the west to Laojunmiao in Mulei County, Changji Prefecture, in the east; from the southern foothills of the Karamayi Mountains at the northern border of Changji Prefecture in the north to the northern edge of the Gurbantunggut Desert in the south. It is one of the five major coalfields in Xinjiang and the largest integrated coalfield in China, with estimated reserves of 390 billion tons, accounting for 7% of the nation’s total estimated reserves.The Xinjiang Zhundong Economic and Technological Development Zone has so far invested a cumulative total of 8 billion yuan in infrastructure. It has attracted 56 major enterprises and conglomerates, completed 10 projects, and has 36 projects under construction, with a total investment of 66.7 billion yuan. The Development Zone has formulated and implemented 13 approved plans, including 4 approved by national ministries and commissions, 3 approved by the Xinjiang Uygur Autonomous Region People’s Government and relevant departments, and 6 approved by the Changji Prefecture People’s Government.The Party Committee and People’s Government of the autonomous region have consistently attached great importance to the development of Zhundong, providing high-level support for its development and construction, while Changji Prefecture has mobilized the entire prefecture’s resources to drive Zhundong’s rapid rise. By the end of 2017, cumulative investment had reached 253.2 billion yuan, including 24 billion yuan in infrastructure investment, providing strong support for Zhundong’s development.The highway network is extensive and well-connected. A total of 510 kilometers of industrial park roads have been constructed, forming a “five vertical, three horizontal” road transportation system within the park; railway development is accelerating. The Wuzhun Railway, with an annual transport capacity of 15 million tons, was completed and opened to traffic in 2013. The electrification and double-tracking upgrade project was fully launched, and by 2017, transport capacity reached 21 million tons. The Zhundongbei Station has become the largest railway freight hub in the entire region. Water supply capacity continues to improve.With an investment of 3.8 billion yuan, the project is designed to provide an annual water supply of 200 million cubic meters. The first phase, with a capacity of 100 million cubic meters, was completed and put into operation in 2013, and the 50-million-cubic-meter Wucaiwan Reservoir has been completed and is now storing water, ensuring a reliable water supply for the sustained and rapid development of industries in the Zhongdong region. Power grid infrastructure is well-developed. The park is fully covered by a six-tier power grid system, including ±1,100 kV and 750 kV lines; airport construction is accelerating.Preliminary work on the Zhundong Wucaiwan General Aviation Airport is progressing smoothly, with construction scheduled to begin in 2018.
