Development Zone Introduction
China’s first bonded zone, established in June 1990 with the approval of the State Council, is located in Pudong New Area, Shanghai. Situated adjacent to the Yangtze River estuary at the confluence of the Yangtze River and the East China Sea, it covers a planned area of 10 square kilometers. It is currently a key component of the China (Shanghai) Pilot Free Trade Zone. The zone focuses on developing industries such as international trade, modern logistics, high-end manufacturing, and financial services, and serves as a vital component of Shanghai’s import-export trade base and microelectronics industrial belt.The area boasts a well-developed transportation network, with Zhangyang Road, Yanggao Road, the Outer Ring Road, the Middle Ring Road, Shanghai Metro Lines 6 and 10, and the Shanghai-Chongming-Suzhou Expressway traversing the region. It is approximately 40 kilometers from Pudong International Airport and 35 kilometers from Hongqiao International Airport.As of 2023, the zone has attracted over 10,200 investment projects from 94 countries and regions, with a cumulative total investment of $16.06 billion and actual utilization of foreign capital reaching $5.03 billion. The number of employees at enterprises within the zone has reached 190,000, including over 9,200 foreign nationals.Customs authorities implement special supervision in accordance with the "Measures for Customs Supervision of Bonded Zones." Enterprises enjoy the "on-shore, off-shore" policy, allowing for the free movement of goods and exemption from customs duties and import taxes (except for special commodities), as well as conveniences such as exemption from import and export licensing inspections. In 2009, the Shanghai Comprehensive Bonded Zone Administration Committee was established to centrally manage the Waigaoqiao Bonded Zone, the Yangshan Bonded Port Area, and the Pudong Airport Comprehensive Bonded Zone.
