The company is committed to building a cluster of production-oriented service industries led by the headquarters economy and has been designated as a “Key Commercial Service Project of Shandong Province.”Founded in June 2014, Weifang Xinhua Headquarters Investment Co., Ltd. is the first headquarters-level company in Weifang City approved by the municipal government with the mission of developing Weifang’s “headquarters economy.” Entrusted by the government, the company is fully responsible for the operational services of the Weifang Headquarters Base project. The company has a registered capital of 400 million yuan.
Positioned as a “platform-service-oriented urban industrial operator,” the company integrates park development and construction, operational services, and think tank platforms. It is dedicated to building a production-oriented service industry cluster driven by headquarters economy, addressing the challenges of downtown revitalization and new-type urbanization.The Weifang Headquarters Base has recently been included in the *Shandong Province Productive Services Development Layout Plan* and designated as a “Key Project in Shandong’s Business Services Sector.” Its flagship cross-border e-commerce headquarters project has been recognized as a key project in Shandong’s software and information technology services sector.
Located at the intersection of Weifang’s five districts, the Weifang Headquarters Base is one of the most conveniently accessible headquarters economy industrial parks in China.The project is adjacent to Weifang North High-Speed Rail Station, offering a prime location. It is less than 5 kilometers from the Weifang Municipal Government and 5 kilometers from Weifang North High-Speed Rail Station, which serves as a key node in China’s “Four Vertical and Four Horizontal” high-speed rail network. The Headquarters Base is a 3-minute drive from the Jiquing Expressway entrance and a 20-minute drive from Qingdao Jiaodong International Airport.

The East Zone covers 1,100 mu and is designed as a headquarters cluster integrating industry and finance. It includes the Protection Center of the National Intellectual Property Administration, the Weifang International Trade Center, the Inspur Big Data Innovation and Entrepreneurship Center, the Industrial Finance Valley, the Zhongxing Micro IoT Industrial Base, and the "Good Products of Weifang" Brand Center.The West Zone covers 900 mu and is primarily designed as an industrial innovation platform, featuring core functions such as the Shandong Cross-Border E-Commerce Headquarters Platform, the National "Thousand Talents Plan" Innovation and Entrepreneurship Platform, the International Technology Transfer Platform, and the Health Industry Chain Platform.
The Weifang Headquarters Base advocates an eco-smart office concept. Led by landmark developer CCDI (Siti International) for overall planning and design, it integrates nine key design elements—"environment, amenities, community relations, exhibition, low-carbon, health, technology, culture, and art"—to create a new benchmark for garden-style business offices in Weifang, featuring the largest scale, lowest density, optimal environment, and most rational design.The park champions the concept of eco-smart office spaces.
