Located in Shunwang Subdistrict, Zhucheng City, the project is scheduled to be developed in four phases over a six-year period. Leveraging its geographical advantages and the development strengths of the Qingdao Bonded Port Area, the project is committed to building three major platforms—policy, finance, and logistics—using a “3+1” model (namely, an export processing zone that balances bonded processing with independent innovation,a modern logistics zone that integrates bonded and conventional logistics; a high-tech and innovation-driven entrepreneurship zone with special policy functions; and a comprehensive supporting zone focused on commerce, finance, and modern services). By adopting a “park-within-a-park” development approach, the project will intensify investment promotion and secondary land development efforts to accelerate industrial clustering. The goal is to build a multifunctional integrated park—the “Enterprise Free Port”—centered on the core functions of a comprehensive bonded zone and a customs special supervision zone.
