The Jinan Lingang Economic Development Zone is a provincial-level economic development zone established in 1993 with the approval of the Shandong Provincial People’s Government. Originally located in the Yaoqiang Airport Area of Jinan, it was incorporated into the Jinan High-Tech Industrial Development Zone in October 2016.In January 2017, with the approval of the provincial government, the Jinan Lingang Economic Development Zone was redefined. It is situated in the core area of Jinan’s international “inland port” railway hub, with a core administrative area covering 39.3 square kilometers. It is positioned as the core zone of a national logistics hub city, a cluster for Jinan’s intelligent manufacturing, pharmaceutical R&D, and “Four New” industries, and a demonstration zone for the accelerated implementation of Jinan’s “East Strength” strategy. It includes the Licheng Block of the Jinan Area within the Shandong Pilot Free Trade Zone.
The Jinan Lingang Economic Development Zone is situated in the eastern economic core of Jinan’s urban area. It borders the Jinan Lingkong Economic Zone to the north, adjoins Jinan East High-Speed Railway Station to the west, and converges with the Free Trade Pilot Zone to the south. As the provincial-level economic development zone closest to the Jinan Municipal Government and the city center, it boasts a comprehensive, multi-modal transportation network encompassing rail, air, water, and road transport, and possesses the unique advantage of “four-port synergy.”
The Jinan Lingang Economic Development Zone has designated smart manufacturing and high-end equipment, biopharmaceuticals, modern logistics, and next-generation information technology as its leading industries, aiming to establish an industrial development layout centered on “One Valley, Four Parks, and One Trade.”The Jinan Lingang Economic Development Zone treats the “One Valley, Four Parks” framework as the primary battleground for real-economy development, while designating the “Licheng Block of the Jinan Area within the Pilot Free Trade Zone” as the main platform for institutional innovation and outward-oriented service trade. It vigorously promotes the cross-sectoral integration of finance, information technology, manufacturing, and logistics to create smart, eco-friendly, and hub-oriented industrial clusters, with the goal of building a world-class industrial park.
