The Qilu High-Tech Development Zone is located at the intersection of National Highway 309 and the Beijing-Taiwan Expressway. It borders Jinan’s Tianqiao District to the east, faces Jinan’s Huaiyin District across the Yellow River to the south, extends west to the Beijing-Taiwan Expressway, and borders Beizhan Dike to the north, with a planned area of 10 square kilometers.The High-Tech Development Zone will fully leverage Jinan’s resources while targeting the Beijing-Tianjin region, with the goal of establishing itself as a provincial-level high-tech demonstration base. It will focus on developing industries such as e-commerce, R&D and design, biomedicine, headquarters economy, and new materials. Key projects such as the Zhongguancun Haidian Park Qihe Science and Technology City and the Baiduan Biomedical Technology Park have already been completed and put into operation. Over the next five years, the zone will prioritize the development of emerging specialty industries, including a new materials industrial cluster, a biomedicine and medical device cluster, and an e-commerce cluster.Construction of the Qilu Science and Technology Town began in April 2018. With a total floor area of 350,000 square meters, it integrates incubators, accelerators, multi-story industrial facilities, commercial offices, and talent apartments, helping propel the High-Tech Zone onto a fast track of development.
