In 2013, its administration was separated from that of the Economic and Technological Development Zone. Over the past ten years since the district’s establishment, its regional GDP has grown 3.4-fold, while the total industrial output value of enterprises above designated size and general public budget revenue have increased 5.5-fold, respectively,with multiple economic indicators achieving double-digit growth.

Adhering to an innovation-driven approach, the “City of Scientific and Technological Innovation” has been revitalized and is thriving. The scale and quality of innovation entities have expanded; through the vigorous implementation of the High-Tech Enterprise Doubling Plan, the number of high-tech enterprises has increased to 106, and 180 science and technology-based small and medium-sized enterprises have been registered in the database;the output value of high-tech industries now accounts for 93.9% of the total, ranking first in the city. Science and technology innovation platforms have achieved breakthroughs in capacity, deepening the integrated fusion of “government, industry, academia, research, finance, services, and application.” Platforms such as the Liaocheng Shandong University Science and Technology Park and the Liaocheng Industrial Technology Research Institute have been successively established,The district now boasts 9 national-level innovation platforms, 37 provincial-level science and technology innovation platforms, 5 national-level “Specialized, Refined, Distinctive, and Innovative” (“Little Giant”) enterprises, 38 provincial-level “Specialized, Refined, Distinctive, and Innovative” enterprises, and 8 provincial-level “Gazelle” enterprises—all ranking among the top in the city.Talent recruitment has focused on attracting top-tier professionals. The southern section of the Liaocheng Chemical Industry Park, covering 7 square kilometers, has been completed and generates an annual output value of 45 billion yuan—accounting for more than half of the city’s total chemical industry output value—and has formed a relatively comprehensive industrial chain encompassing coal chemical, salt chemical, new chemical materials, and chemical equipment manufacturing.The backbone enterprise, Luxi Group—a subsidiary of Sinochem Group, a Fortune 500 company—has an annual production capacity of 10 million metric tons of chemical products. Among these, products such as formic acid, methane chlorides, and polyols rank among the world’s leading in both scale and technological sophistication.Efforts are currently underway to advance the park’s “optimization in the south and expansion in the north” strategy, with the goal of building a 100-billion-yuan-level chemical industrial park. The high-end equipment manufacturing industry is growing steadily; a smart equipment industrial park covering more than 2,000 mu has been established, focusing on textile machinery, automotive parts, and smart equipment. Key enterprises such as Rifu Textile Machinery, Boyuan Machinery,Zhenyuan Wheels have all achieved significant growth in output value. Production technologies for products such as stators and rotors for new energy vehicles and lightweight wheels have reached internationally advanced levels, with market share consistently ranking among the global leaders, accelerating the development of a 10-billion-yuan industrial cluster.Emerging industries are flourishing. Projects such as Zhongkun Future City and the Quantum Biopharmaceutical Industrial Park—covering more than 2,500 mu—have been established. The region is now home to Asia’s largest manufacturer of pharmaceutical excipients—Ahu Pharmaceutical; a leader in the reproductive health industry—Ruibai Biotechnology; a pioneer in smart eyewear—Alphalon Technology;and Qiangyuan Laser—an expert in the laser cleaning industry—among other leading enterprises, actively seizing opportunities in new sectors of high-quality productive capacity.
