The Ningxia Tongxin Industrial Park is an autonomous regional-level industrial park approved by the People’s Government of the Autonomous Region in 2012. It serves as a vital platform for Tongxin County to develop distinctive industries, implement the “Industrial Strengthening of the County” strategy, and support poverty alleviation efforts.The park has a planned total area of 20 square kilometers. In 2019, to further boost the park’s economic development and provide enterprises with favorable production conditions, the park was expanded from 274.46 hectares to 378.37 hectares with the approval of the People’s Government of the Autonomous Region, representing an expansion of 103.91 hectares.The park comprises three zones: the Poverty Alleviation Industrial Park, the Fine Chemicals Industrial Park, and the Cashmere Industrial Park. Its industrial positioning is defined as a “processing base for specialty agricultural and sideline products,” a “cluster for modern fine chemicals,” and a “full textile industry chain base centered on cashmere.” It also serves as an autonomous regional-level startup incubation base for small and micro enterprises.

In recent years, the park has closely focused on advancing the four key initiatives of “adjustment, transformation, expansion, and integration” and meeting the requirements of high-quality development. Seizing the opportunity presented by park integration, optimization, and reform and innovation, it has concentrated on developing “light, new, and construction-oriented” industries. The park has made in-depth progress in streamlining administration, delegating power, combining deregulation with supervision, and optimizing services, striving to improve the investment environment and effectively reduce investment costs for enterprises entering the park. A total of 1.5 billion yuan has been invested in infrastructure construction, including the construction of 21 kilometers of roads,landscaped 3,000 mu of green space, laid 50 kilometers of water supply and drainage pipelines, constructed two centralized heating centers and two 110kV substations, installed 26 kilometers of power lines, built 23 standardized factory buildings totaling 47,000 square meters, and developed 1,000 units of public rental housing covering 50,000 square meters. Supporting infrastructure includes a Small and Medium-sized Enterprise Service Center, a Party and Mass Activities Service Center, as well as a fire station, a kindergarten, and an employee cafeteria.In 2019, the "Smart Platform" of the Ningxia Tongxin Industrial Park was launched, further enhancing an efficient, convenient, and high-quality service environment to provide enterprises with "one-stop" services.

To date, the park has attracted 52 enterprises, including 28 large-scale enterprises, and has created nearly 3,000 jobs, with nearly 1,000 of these positions going to registered impoverished households.In 2019, the park achieved a total industrial output value of 4.195 billion yuan, a year-on-year increase of 19.8%; industrial added value reached 902 million yuan, up 19% year-on-year. The cashmere trading market handled 2,000 tons of raw cashmere, with a transaction volume of 1 billion yuan. The park’s industrial economy has shown a steady upward trend, becoming a key force in driving the county’s economic development and helping the local population escape poverty and achieve prosperity.

The park possesses distinct locational advantages for investment attraction: convenient transportation infrastructure, with the Fuyin and Jingzang Expressways passing through the area; Yinchuan Hedong, Zhongwei Xiangshan, and Guyuan Liupanshan airports located nearby; and the Yinchuan-Xi’an High-Speed Railway and Yinchuan-Kunming Expressway currently under construction, extending their reach to Tongxin.Abundant natural resources: First, the cumulative planting area for agricultural and sideline products—including Chinese medlar, organic goji berries, Chinese medicinal herbs, Tongxin round jujubes, wine grapes, and minor grains—totals nearly one million mu; second, among the proven mineral resources, coal reserves amount to 1.495 billion tons, limestone and dolomite reach 4.9 billion tons and 1.8 billion tons respectively, and gypsum resources exceed 2 billion tons;Third, Tongxin County is one of the nation’s largest cashmere distribution and processing hubs, with annual sales of raw cashmere accounting for approximately half of China’s total production and about one-third of the world’s total production. It is renowned as the “China Tongxin International Cashmere Distribution City.”Efficient financial services: The park implements preferential policies for investment promotion in the Ningxia Tongxin Industrial Park, as well as implementation guidelines and management regulations successively issued by our county to promote the cashmere industry and industrial economic development. Relying on nine guarantee funds—including the SME Credit Guarantee Fund—the park provides specialized financing support to enterprises within the park, thereby supporting business development, entrepreneurship, and employment.
