The Huludao Economic Development Zone is located in the northeastern part of Huludao City.established in 2006, it is Huludao’s earliest provincial-level development zone, a key priority area within the Liaoning Coastal Economic Belt, and also serves as Huludao’s pilot zone for opening up to the outside world, a zone for institutional and systemic innovation, and a hub for distinctive industries.The Huludao Economic Development Zone has a total planned area of 69.8 square kilometers, with an actual developed area of 22.41 square kilometers, divided into seven functional zones.
The four leading industries—high-end equipment manufacturing, fine chemicals, new materials, and port-based economy—have expanded in scale, with upstream and downstream industrial chains continuously extending. The carrying capacity of the chemical industry park, as well as enterprises’ capacity for independent innovation and market competitiveness, have significantly increased. The zone has been developed into an “innovation hub for green pesticides, a concentration area for high-end fine chemicals,a destination for the relocation of fine chemical industries from the Yangtze River Delta and the Beijing-Tianjin-Hebei regions, a model zone for safety and environmental protection, and a high-standard smart chemical industrial park.” The goal is to build a modern economic development zone characterized by safe and high-quality development, a circular industry demonstration zone focused on sustainable and green development, and a high-standard chemical industrial park.
