A National-Level Economic and Technological Development Zone, upgraded to national-level status in 2010 with the approval of the State Council, is located in Lushunkou District, Dalian, with a planned area of 85 square kilometers. The zone focuses on developing industries such as shipbuilding, rail transit, new energy equipment, and offshore engineering, aiming to establish itself as a hub for advanced port-based manufacturing in Northeast Asia. It is home to leading enterprises including CRRC Dalian, COSCO Kawasaki, Dalian Shipbuilding Industry, and Dalian Rubber & Plastic.The zone benefits from convenient port access, situated at the intersection of the Shenyang-Dalian Expressway, Lushunkou New Port, and Lushunkou Railway Station. By 2025, the zone aims to achieve a total industrial output value exceeding 95 billion yuan, with shipbuilding and offshore engineering equipment output surpassing 40 billion yuan and rail transit equipment output reaching 28 billion yuan. The zone features platforms such as a National-Level Ship Export Base and a Smart Manufacturing Demonstration Zone.Supporting facilities include the Lushun New Port Bonded Logistics Center, talent apartments, and a Grade A tertiary hospital. The park benefits from policy support through the integration of national-level economic and technological development zones, the Northeast Revitalization Initiative, and the Free Trade Zone.
