A national-level high-tech industrial development zone, established in 2018 with the approval of the State Council, is located in Xihe District, Fuxin City. With a planned area of 45 square kilometers, it serves as a demonstration zone for the transformation of resource-based cities. The zone focuses on developing industries such as new energy, high-end equipment manufacturing, fluorine chemicals, and the circular economy, with the goal of building a “Northern New Energy Base.” It is home to leading enterprises including Three Gorges New Energy, Sungrow Power Supply, the Liaoning Fluorine Industry Research Institute, and Fuxin Del.The Changsheng Expressway and the Xin-Fu Railway run through the park, which is approximately a 1.5-hour drive from Shenyang Taoxian International Airport. By 2025, the park aims to achieve a total industrial output value exceeding 72 billion yuan, with the new energy sector contributing over 35 billion yuan and the fluorine chemical industry chain reaching 18 billion yuan.The park features platforms such as the National Resource Comprehensive Utilization Demonstration Base and the Liaoning Provincial Green Manufacturing Demonstration Park, and is home to 128 high-tech enterprises. Supporting facilities include the Fuxin High-Tech Zone Science and Innovation Center, talent apartments, and a circular economy industrial park. The park benefits from policy support including tax incentives for high-tech enterprises, special funds for the transformation of resource-based cities, and additional deductions for R&D expenses.
