A National High-Tech Industrial Development Zone established in 2012 with the approval of the State Council, it is located in the Shiqiaozi area of Benxi City. With a planned area of 40 square kilometers, it is the only national-level high-tech zone in Northeast China focused on the biopharmaceutical industry. The zone prioritizes the development of biopharmaceuticals, medical devices, health foods, and the modernization of traditional Chinese medicine, aiming to become the core hub of “China’s Pharmaceutical Capital.”It is home to leading enterprises such as Hengrui Medicine, the Northern Base of Shanghai Pharmaceuticals, Kexing Pharmaceutical, Benxi CanSino, and Liaoning Alcon. The Shenyang-Dandong Expressway and the Shenyang-Dandong High-Speed Railway both serve Benxi New City Station, and the park is approximately a 40-minute drive from Shenyang Taoxian International Airport. By 2025, the park aims to achieve a total industrial output value exceeding 63 billion yuan, with the biopharmaceutical industry contributing 48 billion yuan—accounting for over 40% of the provincial total.The park features facilities such as the National Major New Drug Innovation Platform, the Liaoning Provincial Testing and Inspection Center, and the Benxi Pharmaceutical Valley Hospital. It is home to 142 high-tech enterprises, including 11 national-level “Specialized, Refined, Unique, and Innovative” (SRUI) “Little Giant” enterprises. Supporting facilities include the Benxi High-Tech Zone Science and Education City, talent apartments, and international schools.
