Dawo Lingang Economic Zone
[Establishment of the Economic Zone] The Dawo Lingang Economic Zone was established in June 2010 as an economic zone focused on equipment manufacturing as its leading industry to support the development of the county’s economy. In September of the same year, it was designated by the Municipal Party Committee and Municipal Government as a key economic (industrial) park for the city.The Da Wa Port Economic Zone is located in the southern part of Da Wa County. It is bordered by the Greater Liao River to the east, Provincial Highway Ku’er Line to the south, Xinrong Highway to the west, and the boundary between Yushu Town and Wangjia Town in Da Wa County to the north, with a planned area of 180 square kilometers.The economic zone is home to Panjin New Port and is adjacent to Bayuquan Port and Dalian Port to the east, and Jinzhou Port and Huludao Port to the south. Situated at the center of the five major port clusters in the Bohai Bay, it serves as the closest maritime connection point for Northeast China and eastern Inner Mongolia;The Shenyang–Dalian, Beijing–Shenyang, and Panjin–Haiying Expressways, as well as the Beijing–Shenyang and Beijing–Dalian high-speed rail lines, run adjacent to the zone. The Shenyang–Panjin Railway, the Port Access Railway, National Highway 305, and Xianghai Avenue traverse the entire region. It serves as a key transportation hub for the Central Liaoning Urban Cluster,the Western Liaoning Coastal Economic Zone, and the Liaodong Peninsula Economic Zone. It serves as a key node connecting the main axis of the Liaoning Coastal Economic Belt with the Bohai Wing, and is closely linked to the Liaobin Coastal Economic Zone. Together, they benefit from preferential policies for national-level development zones and are jointly building the Liaoning Provincial Comprehensive Reform Pilot Zone.
[Affiliation and Administrative Division] As a branch agency of the Municipal Party Committee and Municipal Government, the Dawo Port Economic Zone is entrusted by the Municipal Party Committee and Municipal Government to the Dawo County Party Committee and County Government for management in accordance with the established chain of command.The economic zone has a planned area of 180 square kilometers, divided into a 121-square-kilometer Western Industrial Zone and a 59-square-kilometer Eastern Eco-New City, with an initial development area of 20 square kilometers. In terms of administrative division and management authority, it exercises the economic management authority of a municipal-level government. The County Party Committee and County Government have allocated state-owned land from Tianzhuangtai Town (Gaojia Farm),Yushu Town (Yushu Farm), and Ping’an Town (part of Ping’an Farm) to the Lingang Economic Zone, and will transfer the Tianzhuangtai Town State-owned Assets Management Company and the Yushu Town State-owned Assets Management Company to the administration of the Lingang Economic Zone Management Committee.The Economic Zone Management Committee is primarily responsible for economic development and economic management functions within the zone, while the two towns continue to exercise social management functions. Agricultural production and operations on the transferred state-owned land shall be managed and operated by the respective town governments as entrusted by the Management Committee.
[Organizational Structure and Staffing] In accordance with the overall arrangements of the Municipal Party Committee and Municipal Government, and in light of the practical needs of the Economic Zone, the Da Wa Lingang Economic Zone comprises five functional departments: the General Office, the Investment Promotion Department, the Planning and Construction Bureau, the Economic Services Bureau, and the Finance Bureau.The Party Working Committee and Management Committee of the Da Wa Lingang Economic Zone are classified at the full-division level. The approved staffing includes one Director of the Management Committee who also serves as Secretary of the Party Working Committee, one Deputy Secretary (concurrently serving), and three Deputy Directors.The Management Committee has an approved staffing quota of 20 positions (staff of the Investment Promotion Department are not included in the Management Committee’s quota), comprising 5 positions in the General Office, 6 in the Planning and Construction Bureau, 5 in the Economic Services Bureau, and 4 in the Finance Bureau.
[Development Plan] Within the year, Shenyang Jianzhu University, Dalian University of Technology, and the China Academy of Urban Planning and Design were successively commissioned to complete the economic zone’s strategic plan, industrial plan, and the plan for the Port-adjacent Ecological New City, resulting in the formation of two major clusters: the 121-square-kilometer Port-adjacent Industrial Zone in the west and the 59-square-kilometer Riverside Ecological New City in the east.The Industrial Zone adheres to complete equipment manufacturing as its leading industry, focusing on building three major industrial clusters: specialized vehicles and agricultural machinery, new energy-saving and environmentally friendly equipment manufacturing, and deep processing of non-ferrous metals. It aims to construct a “Golden Industrial Belt” centered on economic benefits and a “Green Industrial Belt” centered on environmental benefits and R&D capabilities.The Riverside Eco-New Town leverages industrial agglomeration to drive concentrated employment and population settlement. Through the reconstruction of the historic and cultural town of Tianzhuangtai,the construction of the International Hot Spring City, and the development of a themed sports park to promote the upgrading of ecological tourism and modern service industries. The project aims to create a riverside ecological new town characterized by ecological livability and high-end services, with a population of 100,000 to 150,000.
