Development Zone Introduction
I. Overview
The park covers an area of 2,602 mu (1.73 million square meters), with a total floor area of 1.08 million square meters (including 900,000 square meters of industrial facilities and 180,000 square meters of supporting structures), all of which have been fully completed. The park features 30 high-end, high-quality industrial plants and 24 production and living facilities, including a comprehensive office building, talent apartments, and a 66kV substation. It houses over 1,000 sets of high-end machine tools, such as imported five-axis and seven-axis machines (from brands including Fanuc of Japan, Palpus of Italy, and Focke of Germany), meeting the development needs of the entire advanced manufacturing industry chain.
II. Park Planning
The park’s development plan is structured around “Three Parks, Three Platforms, and One Center.”
The “Three Parks” include the Precision Manufacturing Park, the Rail Transit Park, and the Intelligent Manufacturing Park. Leveraging the park’s high-end CNC machine tools, rail transit equipment, and other productive capacities, these parks primarily focus on aerospace, integrated circuit equipment and components, rail transit, intelligent manufacturing, and new energy vehicles and components.
The “Three Platforms” consist of a Public Technology Service Platform, a Production Service Platform, and a Lifestyle Service Platform. These platforms will establish a shared mechanism for precision manufacturing and production services, and will house research institutes, testing and certification platforms, as well as supporting facilities such as a 1,000-seat conference center, a dining center, a business reception center, 500 units of talent apartments, 700 units of employee housing, and business consulting services in finance, accounting, and law.
The “One Center” refers to the Public Coating Service Center, which leverages the park’s scarce high-end coating equipment to establish a city-wide public service platform for the comprehensive coating of automobiles, aircraft, and rail vehicles.
III. Objectives and Positioning
With advanced manufacturing at its core, the park leverages Shenyang’s robust industrial foundation and abundant resources for scientific and technological innovation. It targets upstream and downstream enterprises across six major industrial chains—aerospace, integrated circuits, new energy, rail transit, automotive components, and machine tools—with the goal of enhancing asset revitalization. The park aims to achieve streamlined rapid production, asset equity participation, and asset securitization through REITs, innovate and break through traditional investment promotion models, and vigorously advance the quality and efficiency of industrial investment attraction and settlement.
