The Panjin High-Tech Industrial Development Zone was formerly known as the Panjin Economic Development Zone. Established in April 1992, it was upgraded to a provincial-level development zone in March 1993. In October 2005, it passed the inspection and acceptance by the National Development and Reform Commission, becoming one of the first provincial-level development zones to be officially registered.In November 2013, in response to the needs of industrial upgrading and development and with the approval of the provincial government, a provincial-level high-tech industrial development zone was established on the basis of the Panjin Economic Development Zone (it operates under two names: Panjin Economic Development Zone and Panjin Petroleum Equipment Industrial Park, both of which are provincial-level zones).Located in the northern part of Xinglongtai District, Panjin City, the High-Tech Zone features well-developed infrastructure, a robust industrial foundation, and significant geographical advantages. It lies at the intersection of three major national strategies: the revitalization of the Northeast’s old industrial base, the transformation of resource-based cities, and the development and opening-up of the Liaoning Coastal Economic Belt, offering distinct policy advantages.
The Panjin High-Tech Industrial Development Zone covers a planned area of 44.48 square kilometers and comprises two major sub-parks: the Oil and Gas Equipment Manufacturing Industrial Park and the Chemical Industry Park. While prioritizing the development of energy equipment manufacturing (led by oil and gas equipment manufacturing), oil and gas engineering technical services, and oil refining and lubricant production, the zone is also vigorously introducing and cultivating strategic emerging industries led by electronic information technology.
