OVU Heyuan Smart Valley was jointly developed by China Electronics Optics Valley United Holdings Co., Ltd.—leveraging the industrial resources of its largest shareholder, China Electronics Information Industry Group—and Jiangdong Industrial Investment, the largest state-owned enterprise platform under Heyuan’s Jiangdong New District. Together, they established Heyuan Optics Valley United Industrial Park Development Co., Ltd., which is responsible for the project’s planning, investment, business recruitment, and operations.
