Development Zone Introduction
Ganzhou High-Tech Zone is the core area of the "China Rare Metal Valley" and the city’s only national-level high-tech zone and national independent innovation demonstration zone. Its predecessor was the Ganxian Industrial Park, established in 2001. It was approved as a provincial-level high-tech zone in 2013 and upgraded to a national-level high-tech zone following approval by the State Council in September 2015. In August 2019, it was approved to establish the Poyang Lake National Independent Innovation Demonstration Zone.It was recognized as a 2023 Provincial Model Park for Digital Transformation among development zones. It has demonstrated strong momentum. Since its upgrade to a national-level high-tech zone, Ganzhou High-Tech Zone has risen from 142nd to 111th in the national ranking of high-tech zones—an improvement of 31 places—and from 60th to 10th in the provincial ranking of development zones—an improvement of 50 places.In 2023, Ganzhou High-Tech Zone recorded revenue of 39.288 billion yuan. It ranked first in the city in terms of fixed-asset investment, industrial electricity consumption, actual utilization of foreign capital, industrial added value of enterprises above designated size, and industrial investment growth rate. Four new enterprises with annual revenue exceeding 1 billion yuan were added, bringing the total to 11, including five with revenue over 2 billion yuan and one over 5 billion yuan;Two new national and provincial “Specialized, Refined, Unique, and Innovative” (“Little Giant”) enterprises were added, along with two high-growth enterprises such as Gazelles and potential Gazelles. The innovative industrial cluster for rare earth new materials manufacturing was successfully recognized as a national-level innovative industrial cluster. The zone is making every effort to build a rare earth new materials industrial base with global influence and a nationally renowned permanent magnet motor industrial park, striding forward toward the goal of becoming a “hub of scientific and technological innovation and a 100-billion-yuan industrial park.”
Excellent Location and Transportation. Ganzhou High-Tech Zone is located in Ganxian District, the central urban area of Ganzhou City. Within a 15-minute drive, there are six expressway exits; within a 30-minute drive, there are major transportation hubs such as Ganzhou Huangjin Airport, Ganzhou International Land Port, Ganzhou West High-Speed Rail Station, and Ganxian North High-Speed Rail Station.It is more than 400 kilometers from Guangzhou, Shenzhen, Xiamen, Nanchang, and Changsha. The Beijing-Kowloon and Ganlong railways, as well as the Xiamen-Chengdu, Daguang, and Xinggan expressways, traverse the area. With the opening of the Ganzhou-Shenzhen section of the Beijing-Kowloon High-Speed Railway and the upcoming opening of the Ganzhou-Changde section of the Chongqing-Changde-Xiamen High-Speed Railway,Ganzhou will form a 2-hour high-speed rail economic zone with key surrounding economic regions, covering nearly 700,000 square kilometers across the four provinces of Jiangxi, Guangdong, Fujian, and Hunan, and driving a market of over 200 million people. Additionally, Ganzhou International Land Port has launched “same port, same price” freight trains to Yantian Port, Guangzhou Port, and Xiamen Port, as well as direct trains to Europe, enjoying customs clearance efficiency and costs equivalent to those of coastal ports.
The policy benefits are substantial. In February 2021, the State Council issued the "Opinions on Supporting the Revitalization and Development of Revolutionary Base Areas in the New Era," which called for advancing the construction of the "China Rare Metal Valley" and providing significant preferential support in terms of projects, funding, policies, industries, and talent. The State Council’s policies supporting the former Central Soviet Areas, including Southern Jiangxi, have been extended through 2030.Corporate income tax is levied at a reduced rate of 15%; import duties are waived for equipment imported for self-use by encouraged and competitive industries; and companies benefit from a “submit-and-review, approve-and-release” green channel for market entry. Compared to regions such as the Pearl River Delta and Yangtze River Delta, comprehensive costs—including electricity, water, and labor—are approximately one-third lower.Our district has also tailored policies for the rare earth and tungsten new materials and application industries, as well as for attracting major enterprises and high-caliber talent. We provide strong support in project construction, fixed-asset investment, fiscal and financial policies, enterprise listings, technological innovation, and sales incentives for tungsten and rare earth products.
Convergence of Innovation Resources. Ganzhou High-Tech Zone is committed to fostering innovation as its core mission. It is home to 10 national-level and 16 provincial-level research institutions. The Chinese Academy of Sciences Ganjiang Innovation Institute is Jiangxi’s first research institution directly affiliated with the Chinese Academy of Sciences, while the National Innovation Center for Rare Earth Functional Materials is the country’s sole national manufacturing innovation center in the rare earth sector.A significant concentration of national resources has gathered here, forming a cluster of national platforms known as the “Two Academies and Five Centers” with the CAS Ganjiang Innovation Institute at its core. This has established a comprehensive innovation chain system integrating basic research, technology development, technology transfer, and testing and inspection.
The agglomeration effect is evident. Ganzhou High-Tech Zone focuses on the clustered development of four industrial chains: rare earth new materials and applications, advanced tungsten processing and applications, new energy materials, and smart equipment manufacturing for permanent magnet motors. The rare earth and tungsten new materials and applications cluster has been selected as a national-level advanced manufacturing cluster.The China Rare Earth Group’s Xijin Valley Industrial Promotion Center has officially commenced operations. A number of industry leaders and specialized, refined, distinctive, and innovative enterprises—including Zhongke Sanhuan, Jiangxi Tungsten Group, Tengyuan Cobalt, Hanrui Cobalt, Fisi Motor, and Hanqu Intelligent—have taken root and are experiencing rapid growth.
Services are convenient and efficient. We have thoroughly implemented the “No. 1 Reform Project” for the business environment, established the Ganzhou High-Tech Zone Administrative Approval Bureau, and advanced the reform of “relatively centralized administrative licensing authority.” We have fully assumed responsibility for 84 business-related matters delegated by the provincial and municipal governments, ensuring that “matters within the park are handled within the park.”We were the first to introduce an “online-offline” policy implementation mechanism, enabling automatic eligibility and immediate access upon application, and achieving “one online portal, one offline window.” As a result, we were named one of the “Top Ten Parks” for business environment nationwide and ranked among the top in the province based on corporate evaluations of the business environment.
