Established in 1992, the Jiangsu Jianhu Economic Development Zone was approved by the provincial government as a provincial-level economic development zone in April 2006. In 2014, it adopted a “zone-subdistrict integration” management model with Zhongzhuang Subdistrict. The zone covers an area of 100 square kilometers, with a planned development area of 60 square kilometers. It is home to more than 1,100 enterprises, including 258 enterprises above designated size.The Development Zone has actively promoted the integration of industrial parks and has successively been recognized as a National-Level Science and Technology Incubator, a National-Level Demonstration Base for Entrepreneurship and Innovation of Small and Micro Enterprises, Jiangsu’s first jointly established park by Jiangsu and Shanghai, a Jiangsu Provincial Ecological Industrial Park, a Jiangsu Provincial Service Industry Cluster, and a Jiangsu Provincial Pilot Zone for the Integration of Informatization and Industrialization.

In recent years, the Development Zone has made every effort to optimize the business environment and build a first-class hub for innovation and entrepreneurship. It has deepened reforms to streamline administration, delegate powers, and improve services, canceling and delegating administrative approval items while centralizing and decentralizing public service matters to the grassroots level, ensuring that “nothing more can be reduced or delegated.”The Development Zone has accelerated the construction of key facilities such as the Electronic Information Industrial Park, high-standard factory buildings, and technology incubators. It has established a national-level technology incubator; the Lixiahe Logistics Park has been recognized as a provincial-level model logistics park; Jianhu Port has been designated as a national Class II water transport port; and the Yanhai Metal Surface Treatment Center has become the largest electroplating enterprise in northern Jiangsu, offering the most comprehensive range of plating types and the most advanced processes.Three functional zones—comprehensive administration, commerce and trade services, and logistics and warehousing—have been established to integrate the “mass innovation—incubation—acceleration” mechanism, forming a closed-loop system for the mass entrepreneurship and innovation industrial chain. Currently, the Jianhu Development Zone houses three provincial-level or higher incubators and mass innovation spaces, as well as 48 industry-academia-research integration platforms for innovation and entrepreneurship, including various engineering centers, technology centers, and engineering technology research centers.We are vigorously implementing the “High-Level Innovation and Entrepreneurship Talent Recruitment Plan,” focusing on attracting high-level entrepreneurial talent (teams), specialized professionals, and college graduates, as well as national-level experts in entrepreneurship, newly returned overseas students, and “mass entrepreneurship and innovation” talent with international backgrounds. We are fully leveraging the capital market’s crucial role in supporting the development of “mass entrepreneurship and innovation” enterprises, helping more high-quality science and technology innovation projects take root in the Jianhu Development Zone and achieve sustainable development.We will thoroughly implement all policy measures from the central, provincial, municipal, and county levels aimed at supporting entrepreneurship and employment. We will formulate and issue incentive guidelines to promote high-quality development in the development zone, supporting enterprises in technological upgrades, capacity expansion, and technological innovation. We will encourage enterprises to strengthen cooperation with new integrated "mass entrepreneurship and innovation" service platforms established by universities such as Nanjing University, Jilin University, Xi’an Jiaotong University, Changzhou University, and Yancheng Normal University. This will foster innovation and entrepreneurship talent, optimize the allocation of "mass entrepreneurship and innovation" resources, enhance the soft power of the Jianhu Development Zone’s "mass entrepreneurship and innovation" services, and attract more high-quality science and technology innovation projects to the zone.We will establish industrial guidance funds for sectors such as high-end equipment, new energy, and electronic information, strengthen in-depth cooperation with Shanda Capital, and actively provide financial services and support to innovation and entrepreneurship enterprises. We will improve the inclusive finance system and direct financial resources toward key areas such as small and micro enterprises and mass entrepreneurship. We will actively assist enterprises in preventing and resolving financial risks, fully leverage the role of emergency bridging loan funds, and address enterprises’ cash flow challenges.
