Park Overview
The Lianyungang High-Tech Industrial Development Zone (hereinafter referred to as the High-Tech Zone) was approved by the Jiangsu Provincial Government as a provincial-level high-tech zone in 1997. In February 2015, it was upgraded to a national-level high-tech zone with the approval of the State Council, and was officially established in September of the same year.In the same year, the Municipal Party Committee and Municipal Government issued the "Opinions on Supporting the Accelerated Development of the Lianyungang High-Tech Industrial Development Zone" (Lian Fa [2015] No. 43), which clearly designated the Party Working Committee and Administrative Committee of the High-Tech Zone as branch office (dispatched agencies) of the Municipal Party Committee and Municipal Government, and granted them municipal-level authority over economic and social management.The development model adopted is the “One Zone, Five Parks” approach. “One Zone” refers to the Core Zone, while “Five Parks” refers to five industrial radiation parks: the New Medicine Industrial Park, the New Materials Industrial Park, the Clean Energy Innovation Industrial Park, the Equipment Manufacturing Industrial Park, and the Energy Conservation and Environmental Protection Technology Park.The core area of the High-Tech Zone covers a total area of 80 square kilometers and has a total population of 150,000 (including approximately 70,000 university students). It administers Huaguoshan Subdistrict, Nancheng Subdistrict, Yuzhou Subdistrict, and Yuntai Farm, comprising a total of 22 villages (communities).
I. Development Environment
(1) Abundant Innovation Resources
The High-Tech Zone occupies the city’s prime development space. It is home to “nine universities and one research institute,” including two general undergraduate institutions—Huaihai Institute of Technology and Nanjing Medical University Kangda College—as well as the 716th Research Institute of China Shipbuilding Industry Corporation. The zone features two technology incubators, four provincial-level or higher maker spaces, one provincial-level or higher accelerator, and three research institutes.It has preliminarily established a full-process incubation chain of “startup nurseries—incubators—accelerators,” forming a major talent training base and a hub for scientific and technological R&D in the city.
(2) Comprehensive Urban Functions
The district boasts high-quality educational resources such as Xinhai Senior High School and Lianyungang Experimental Middle School. It is home to the new campus of Lianyungang People’s Hospital, a Grade A tertiary hospital with 3,000 beds, as well as a 120,000-square-meter sports center and a 100,000-square-meter cultural activity center—the largest in Northern Jiangsu. The area features the Five-Star Huaguoshan Hotel, a large Wanda shopping mall, a science museum, a food street,Grade A office buildings, and high-quality residential developments. A vibrant and convenient urban lifestyle is within easy reach, providing excellent conditions for the integrated development of industry and urban areas and for attracting innovation and entrepreneurship talent.
(3) Rich Ecological and Cultural Heritage
The area boasts a beautiful ecological environment, featuring Yuntai Mountain National Forest Park and Jiangsu Provincial Rural Tourism Scenic Areas. It is adjacent to the national 5A-level scenic area of Huaguoshan, as well as scenic spots such as Yuwan, Kongque Gou, and Donglei.The Fulin River, Dongyan River, Dapu River, and Shaoxiang River wind through the area, while Xinghai Lake and Dasheng Lake dot the landscape. Rich in history and culture, the region boasts unique cultural tourism resources such as the Nancheng Ancient Town and the Ashoka Stupa.
II. Industrial Focus
With the goal of establishing an innovative, distinctive industrial park, the district will align with the strategic deployments of “Made in China 2025,” the “Internet Plus” action plan, and supply-side structural reform. It will focus on the “four types of economy”—integration-oriented, service-oriented, and platform-oriented—and utilize cross-sectoral integration and innovation to develop smart manufacturing equipment, the health industry, software and information services, and technology-based services.
(1) Intelligent Manufacturing Equipment Industry
Develop enterprises specializing in core robot components, robot bodies, and system integration; 3D printing materials, equipment, and services; as well as in-vehicle smart hardware, smart home devices, and smart wearable devices.
(2) Healthcare Industry
Develop technology-driven enterprises and intermediary platforms in areas such as health and elderly care, leisure and wellness, rehabilitation and physical therapy, smart home care communities, telemedicine, medical escort services, health management, and medical devices.
(3) Software and Information Services Industry
Develop big data; application software for industries such as port logistics, finance, healthcare, education, foreign trade, and manufacturing; embedded software development platforms and integrated solutions for industries including smart terminals, digital audio-visual, medical electronics, automotive electronics, industrial control equipment, and smart grids; as well as cultural creativity, online education, e-commerce, and the Internet of Things (IoT).
(4) Technology Services Industry
Develop service platforms for startup incubation, research and experimentation, R&D, technology finance, testing, inspection, and certification, as well as technology intermediary services. Establish new service institutions for research institutes and enterprises in fields such as smart manufacturing, medical devices, and education and training. Additionally, establish service institutions providing training and certification, transaction evaluation, investment and financing, legal affairs, financial services, data value analysis, and marketing management for sectors including e-commerce, startup incubation, and technology finance.
