Established in 2006, the Yancheng High-Tech Zone was designated as a National High-Tech Zone in February 2015 following approval by the State Council.In recent years, the zone has consistently upheld its mission of “developing high-tech industries and achieving industrialization.” Moving forward through exploration and rising through innovation, it has successively been designated as a National Demonstration Zone for Industry-City Integration, a National Intellectual Property Pilot Park, a National Innovative Industrial Cluster, and a National Green Industrial Park. It has been commended by the provincial government for its outstanding achievements in implementing the innovation-driven development strategy and promoting the “Mass Entrepreneurship and Innovation” initiative, and has consistently improved its ranking in comprehensive evaluations of national and provincial high-tech zones.

The "high-tech" and "innovative" positioning is fully demonstrated, making it a hub for industrial synergy. Leading industries have gained significant momentum. The next-generation information technology sector has attracted a cluster of upstream and downstream projects, including Weixin Electronics, Jingquan Hua, and Dongchuang Structural Components, fostering four industry-leading champions in LED packaging, FPC flexible circuits, 5G filters, and MiniLED backlights. It has been approved as a National Innovative Industrial Cluster for New Electronic Components and Equipment Manufacturing.The high-end equipment industry has cultivated a group of key enterprises such as Hengli Machine Tool and Shenhe Technology, achieving one National Manufacturing Single-Champion Product, 16 National “Specialized, Refined, Unique, and Innovative” (SUI) “Little Giant” enterprises, and 44 provincial “First-of-its-Kind” major equipment sets, while securing approval for four National Torch Specialized Industry Bases.The new energy industry is integrated into the city’s “wind, solar, thermal, gas, and hydrogen” integrated development strategy. It has attracted a cluster of new energy enterprises, including Huarui Wind Power, Yuanhang Jinli, and Volt Energy Storage, becoming a key supporting and collaborative zone for the city’s new energy industry. Future industries are securing a leading position. The third-generation semiconductor industry has gathered over 30 enterprises, such as Hanin Silicon Carbide Epitaxy, Konka Storage, and Yanchip Microelectronics, and is committed to building a third-generation semiconductor industrial cluster in East China.The cutting-edge new materials industry has attracted enterprises such as Dongfeng Battery Separator, Pengwei New Materials, and Jinglan Silver Paste, aiming to build an influential base for the application and commercialization of new materials in the Yangtze River Delta. The artificial intelligence industry has cultivated intelligent computing power enterprises such as Dayin Multimedia Audio-Visual Algorithms and Longji Intelligent Driving. The Yancheng Supercomputing Center has been approved to establish the National New Generation Artificial Intelligence Public Computing Power Open Innovation Platform and is accelerating the development of an AI industry innovation cluster.

With comprehensive convergence of scientific and innovation resources, Yancheng has become a vibrant hub of innovation. The city is building a robust tiered system of science and technology enterprises. It has established a cultivation framework ranging from “start-ups” to “chickens,” “high-tech enterprises,” “gazelles,” “unicorns,” “innovative leading enterprises,” and “listed technology companies.” By focusing on both “incubation” and “acceleration,” Yancheng has fostered a virtuous cycle of development characterized by “micro-growth, small-to-medium expansion, and medium-to-large strengthening.”To date, we have cultivated 439 national high-tech enterprises, 30 provincial gazelle enterprises, 1 potential unicorn, and 2 “Double Five” enterprises.Strengthen major science and technology innovation platforms. Focusing on technological innovation, we are committed to driving breakthroughs in the “1 to 10” phase and accelerating the transformation in the “10 to 100” phase. Centered on the “one industry, one platform” initiative, we have established and are operating a number of high-end science and technology innovation platforms, including the High-Throughput Computing Institute, the Yancheng Supercomputing Center, and the Graduate School of Yancheng Institute of Technology.We leveraged the impact of 4 national-level and 7 provincial-level technology incubators to accelerate the development of specialized and distinctive incubators and accelerators, such as the Artificial Intelligence Acceleration Center and the Huotu Road Science and Technology Innovation Park, thereby hastening the construction of a future industry ecosystem. We enhanced the ecosystem for innovation and entrepreneurship. We deepened open cooperation in science and technology, jointly organizing events such as the Electronics and Information Industry Mass Entrepreneurship and Innovation Competition and the Electronics and Information Industry Development Conference with the Electronics and Information Industry Federation of the Ministry of Industry and Information Technology, and promoting the establishment of the Industrial Science and Technology Innovation Strategic Alliance of the Huai River Ecological Economic Belt High-Tech Zones.We have intensified efforts to attract high-end talent, successively recruiting 16 academician teams and 43 experts from the “National Major Talent Program,” while completing 3,700 units of the “DuU+” series of talent apartments to continuously promote the integrated development of industrial, innovation, and talent chains.

The integration of industry and urban development has accelerated comprehensively, making it a prime location for the aggregation of resources. Spatial planning has been optimized from a high starting point. Adhering to the principle of “planning-led, function-first,” with the High-Tech Industrial Zone as the central area and the “Yandu New City” plan as the blueprint, we have meticulously crafted the “core” of the urban interface along Century Avenue and Zhenxing Road,We have cultivated “three road corridors”—Century Avenue for scientific and technological innovation, Yandu Road for industrial development, and Qingnian Road for lifestyle amenities—and prioritized the development of “three clusters”: the Science and Technology Plaza Central Business District, the Nanjing Normal University Experimental School, and the Smart Terminal Town Industrial Park. This has gradually established a “One Core, Three Corridors, Three Clusters” urban layout characterized by vibrant innovation, comprehensive amenities, and a green, livable environment.Constructing industrial facilities to high standards. We have actively sought support from higher authorities to expand industrial development space, extending the core area of the High-Tech Industrial Zone to 32.27 square kilometers.and planning a 6-square-kilometer electronic information industrial park. We have already completed a 170,000-square-meter innovation center, 300,000 square meters of talent apartments and the Zhichuang School, a 400,000-square-meter enterprise startup park, and a 2-million-square-meter manufacturing zone, with an average floor area ratio of 1.5. This provides ample support for the High-Tech Zone’s industrial expansion, the implementation of major projects, urban development, and infrastructure improvement. The zone has been recognized as a Model Zone for Intensive and Economical Use of Land Resources in Jiangsu Province for consecutive years and has been designated as a provincial-level characteristic town.High-quality development of supporting facilities. With the goal of becoming a national pilot for youth-friendly city development, the High-Tech Zone is accelerating the construction of two major service industry clusters: the Science and Technology Innovation Service Cluster and the Science and Technology Plaza Central Business District. The educational brand of Nanjing Normal University has been fully integrated into the High-Tech Zone’s basic education system, and the development of the High-Tech Zone branch of the Third Municipal Hospital is being expedited. High-end hotels in the CBD, membership-based warehouse-style supermarkets, and boutique talent apartments are moving in one after another, as a high-quality, modern new city rises with great momentum.
