Park Overview
The Xuwei New Area (hereinafter referred to as the “New Area”) is located in the southeastern part of Lianyungang City. It serves as the pilot zone for the National Demonstration Zone for East-Central-West Regional Cooperation, as designated by the State Council; it is one of the country’s seven major petrochemical industrial bases; it is the primary vehicle for the development of Jiangsu’s coastal region; and it provides the most convenient access to the sea for regions along the “Belt and Road” initiative.The New Area has a total planned area of approximately 467 square kilometers, comprising the 74-square-kilometer Xuwei Port Area and the 141.6-square-kilometer Port-adjacent Industrial Zone, which are well-suited for the layout and development of large-scale port-adjacent industries.The New District primarily focuses on developing key industries such as petrochemicals, high-end equipment manufacturing, strategic emerging materials, and scientific research and development. It is committed to building a world-class petrochemical industrial base and striving to become a new economic growth pole for the coastal region of Jiangsu.The New Area has successively been designated as a pilot zone for the National Demonstration Zone for East-Central-West Regional Cooperation, one of the nation’s seven major petrochemical industrial bases, a National Ecological Industrial Demonstration Park, Area A of the Lianyungang Comprehensive Bonded Zone (Xuwei Section),China Green Chemical Industrial Park, China Smart Chemical Industrial Park, Jiangsu Provincial Demonstration Base for New Industrialization, and National Green Industrial Park—a total of eight designations. Among these, the Lianyungang Petrochemical Industrial Base covers a planned area of 61.34 square kilometers. Based on integrated refining and petrochemical operations and diversified feedstock processing, and characterized by high-end industrial clusters in new chemical materials and fine chemicals, it aims to build a world-class petrochemical industrial base featuring coordinated development in scale, quality, and efficiency.The industrial scale includes 40 million metric tons of crude oil refining capacity per year, 6 million metric tons of ethylene capacity per year, and 7 million metric tons of aromatics capacity per year. Downstream development focuses on high-end new chemical materials—such as EVA, POE, biodegradable plastics, ABS, and nylon 66—as well as high-end specialty electronic chemicals.Currently, the base has formed three major petrochemical industrial clusters: Shenghong Petrochemical, Weixing Chemical, and Sinochem Circular Economy Industrial Park. In the 2024 Comprehensive Evaluation of High-Quality Development in Chemical Industrial Parks, Xuwei New Area ranked 9th among 643 key chemical industrial parks nationwide.
