The Haimen High-Tech Industrial Development Zone in Jiangsu Province is a provincial-level high-tech zone established on April 21, 2025, with the approval of the Jiangsu Provincial People’s Government. Located in Haimen District, Nantong City, it has a planned area of 7.97 square kilometers. The zone consists of four blocks: Block 4 is bounded by the Dahong River to the east, Sanchang Subdistrict to the south, S222 to the west, and the Shanghai-Xian Expressway to the north; the boundaries of the remaining blocks are defined by roads or natural geographical features.
The development zone focuses on high-tech industries and strategic emerging industries. In the second half of 2025, it plans to advance the recruitment of modern agricultural projects, improve the living environment, and establish mechanisms to revitalize idle farmhouses.The area features a concentrated cluster of biopharmaceutical industries, hosting companies such as Wangao Pharmaceutical and Huiju Pharmaceutical, and has been designated a provincial-level demonstration base for new industrialization. The zone has been included as a key area for the “Beautiful Rural Roads” initiative, with safety measures—including the installation of streetlights and wave-shaped guardrails—already completed. The Provincial Department of Science and Technology is responsible for guiding its development and requires adherence to principles of ecological and environmental protection as well as land conservation and intensive use.
