In February 2020, to further optimize the development layout of Tianning District and elevate its level of development, the People’s Government of Tianning District, Changzhou City, approved the establishment of the Tianning High-Tech Industrial Development Zone in Zhenglu Town (Changtian Zhengfu [2020] No. 4),with a focus on new materials, high-end equipment manufacturing, life sciences and pharmaceuticals, next-generation information technology, and energy conservation and environmental protection. The zone will also actively develop modern service industries such as technology services and cultural tourism, striving to establish itself as a key platform for the clustering of emerging industries and industrial transformation and upgrading, and working to create an integrated industrial-urban development model that harmoniously unites production, daily life, and the environment.The Tianning High-Tech Industrial Development Zone (hereinafter referred to as the “High-Tech Zone”) has a planned area of 69.37 km², covering the territory of Zhenglu Town excluding Chenwucheng Village,Dongqing Village, Huayuan Village, and the Zhenglu Town area outside of Heping Village. The core area of the Tianning High-Tech Industrial Development Zone covers 3.25 km² and extends east to the Shun River; this is the Zone’s priority development area in the near term.
Based on the current state of industrial development within the park and building upon its existing industrial foundation, while targeting cutting-edge development directions, the plan focuses on establishing a framework centered on “one leading sector (new materials industry) + one cluster (green coatings industry) + three pillars (high-end equipment manufacturing, life sciences and pharmaceuticals, and next-generation information technology),”accelerate the construction of the green coatings cluster, advance toward the mid-to-high end of the coatings industry chain and value chain, and simultaneously develop an industrial system supported by strategic emerging industries such as energy conservation and environmental protection, as well as modern services. The goal is to build an influential new materials industrial cluster in the Yangtze River Delta, a branded hub for next-generation information technology, a distinctive high-end equipment manufacturing cluster, and a competitive life sciences and pharmaceutical base.
