A National-Level Economic and Technological Development Zone, which was upgraded to national-level status in 2013 with the approval of the State Council, is located in Hulan District, Harbin, with a planned area of 58 square kilometers. The zone focuses on developing industries such as biomedicine, food and beverages, new materials, and smart manufacturing, with the goal of building the "Northern Pharmaceutical Valley."It is home to leading enterprises such as Kuaiflower Pharmaceutical, Zhenbaodao Pharmaceutical, Harbin Institute of Technology Robot Group, Feihe Dairy’s Limin Base, and the Beidahuang Food Industrial Park. The Harbin-Heihe Expressway and Limin Avenue run through the park, and the northern extension of Metro Line 4 provides direct access.By 2025, the total industrial output value is projected to exceed 115 billion yuan, with the biopharmaceutical industry alone surpassing 52 billion yuan, accounting for over 30% of the provincial total.The park features a national-level biopharmaceutical industrial base, 36 provincial-level or higher R&D platforms, and 186 high-tech enterprises. Supporting facilities include the Limin University Town, talent apartments, a Grade III-A hospital, and testing and inspection platforms. It benefits from policy support as a national-level economic and technological development zone, industrial synergy within the Harbin-Changchun urban cluster, and linkage with the Heilongjiang Free Trade Zone.
