The Puyang Chemical Industry Cluster is located in Hubuzhai Town and Wenliu Town, Puyang County. Formerly known as the Puyang County Hubuzhai Fine Chemicals Specialized Park, it was upgraded to a provincial-level industrial cluster in May 2015 following approval by the provincial government and renamed the Puyang Chemical Industry Cluster.The Puyang Chemical Industry Cluster is situated in the primary oil and gas production area of the Central China Oilfield. It serves as the forefront of integration between the Central Plains Economic Zone and the Bohai Rim Economic Circle, and is the core area of the Pufan-Tai National Comprehensive Pilot Zone for Poverty Alleviation and Development. It is a provincial-level industrial cluster established with the approval of the provincial government.

The Puyang Chemical Industry Cluster covers a total area of 19.5 square kilometers and consists of two sub-zones: Hubuzhai and Wenliu. The Hubuzhai sub-zone spans 13.5 square kilometers, while the Wenliu sub-zone covers 6 square kilometers. Its functional positioning is as a key provincial base for integrated oil-coal chemical and fine chemical industries, a comprehensive clean energy utilization industrial base for the Central Plains region, and a vital support zone for Puyang’s 100-billion-yuan integrated oil-coal-salt chemical industry base.The zone is planned to include a Fine Chemicals Industrial Park, a Petrochemical Industrial Park, a Coal-Salt Chemical Industrial Park, and an Energy and Power Industrial Park, along with supporting service areas for commerce, logistics, catering, and accommodation.

Transportation is convenient. North-south routes—including the Daguang Expressway, Jing-Hong-Kong Expressway, Deshang Expressway, and Provincial Highway 209—intersect here with east-west routes such as the Nanlin Expressway, Puyang-Fan Expressway, National Highway 341, Provincial Highway 307, and Provincial Highway 101.The Jin-Lu-Yu Railway, running from Lüliang in Shanxi to Rizhao in Shandong, traverses the area. The Industrial Cluster Avenue is approximately a 10-minute drive from the Pufan Expressway entrance, and the eight-lane Puyang Industrial Avenue runs through the park, providing access to downtown Puyang in 15 minutes.

Facilities are well-developed. The Industrial Cluster Zone is equipped with supporting facilities such as substations, gas stations, water treatment plants, and sewage treatment plants. Facilities including sewage pipelines, streetlights, and landscaping are fully in place. Labor resources are abundant. There is a surplus of labor in the vicinity of the Industrial Cluster Zone, and the county government has established cooperative relationships with national-level vocational and technical schools to provide long-term training for various types of talent for enterprises. Natural resources are plentiful.Located in the hinterland of the Zhongyuan Oilfield development area, the industrial cluster boasts abundant oil and natural gas resources, including two national natural gas storage facilities: Wen 23 and Wen 96. The surrounding area features multiple well-developed salt layers with proven reserves of 47.85 billion tons and prospective reserves of 144 billion tons. These salt layers are characterized by high purity and ease of extraction, offering immense potential for the development of salt chemical projects.
