Established in August 1992, the Pingdingshan High-Tech Zone is located in the eastern part of downtown Pingdingshan. It covers a total area of 60 square kilometers and has a permanent population of 110,000. The zone administers one town, one subdistrict, 27 administrative villages, and three residential communities.In February 2015, it was approved by the State Council as a National High-Tech Industrial Development Zone and serves as a key smart supporting zone for the “China Nylon City.” In recent years, leveraging institutional and systemic reforms, Pingdingshan High-Tech Zone has focused on the development of the “China Nylon City,” achieving rapid growth in key economic and innovation indicators for consecutive years.It has successively been designated as a National Demonstration Base for New Industrialization, a Henan Provincial Circular Economy Pilot Unit, a Henan Provincial Demonstration Base for New Industrialization, a Henan Provincial Innovative Industrial Cluster, a Henan Provincial High-Tech Specialized Industrial Base, a Henan Provincial Specialized Equipment Manufacturing Industrial Park, an Industrial Cluster with the Most Investment-Friendly Legal Environment, a Henan Provincial Pilot Zone for the Integration of Informatization and Industrialization, a Henan Provincial Demonstration Zone for Industrial Transformation and Upgrading in Western Henan, one of Henan’s first pilot zones for the construction of intelligent demonstration parks, and one of China’s Top 100 Pilot Counties (Districts) for Business Environment.

The county boasts prominent industrial strengths. It is home to Asia’s largest nylon 66 salt production base and has established a comprehensive nylon industry system led by Henan Shenma Nylon Chemical Co., Ltd., with Shenma Chlor-Alkali, Engineering Plastics, and Shenying Chemical serving as core enterprises; the nylon new materials industry is thriving.Leveraging Pinggao Electric—one of China’s top three high-voltage switchgear manufacturers—the county has attracted over 70 electrical equipment enterprises, including Eaton, Pinggao Toshiba, and Cooper Edison, forming a comprehensive industrial chain for power transmission, distribution, and control equipment manufacturing. It stands as one of China’s three major R&D and manufacturing bases for extra-high and ultra-high voltage electrical equipment.Led by enterprises such as Suning, Sinopharm, SF Express, and ZTO Express, the district is developing express logistics parks, large-scale transportation and freight logistics parks, bonded warehousing parks, and the Shahe Port Logistics Park, thereby establishing a modern freight logistics base. It is vigorously developing modern service industries, attracting enterprises such as Evergrande, Jianye, and Country Garden to build large-scale urban complexes and improve public service functions, positioning itself as the lifestyle service support zone of China’s Nylon City.

The district is rich in scientific research resources. It is home to 24 national high-tech enterprises and 60 technology-based small and medium-sized enterprises.High-tech output accounts for 50% of total industrial output, and corporate R&D investment represents 3.8% of GDP. The district hosts four provincial-level or higher science and technology innovation incubation platforms and 36 municipal-level or higher R&D platforms. It has established strategic partnerships with universities and research institutions such as the Chinese Academy of Sciences, Xi’an Jiaotong University, Central South University, and Beihang University, forming a collaborative innovation mechanism that integrates industry, academia, research, and application. This provides robust scientific and technological support for the High-Tech Zone’s innovation-driven development.

The zone enjoys distinct geographical advantages. Situated at the intersection of the Beijing-Guangzhou, Jiaozuo-Zhuzhou, and Mengzhou-Baoding railway trunk lines, it is home to Pingdingshan East Station—the largest railway marshalling yard in southwestern Henan—and features a station on the Zhengzhou-Wanzhou High-Speed Railway. Within a 100-kilometer radius, four airports are located in Xinzheng, Luoyang, Nanyang, and Lushan. Five expressways—including the Nanjing-Luoyang, Lanzhou-Nanyang, Zhengzhou-Yaozhou, Ergang, and Jiaozuo-Tongling routes—and National Highway 311 traverse the area.The Shaha River Reopening Project at Pingdingshan Port is designed to accommodate vessels of up to 500 tons; upon completion, it will serve as a major waterway connecting Henan Province to the Yangtze River and the sea.

The area boasts a rich cultural heritage. Since ancient times, it has been a vital transportation corridor linking northern and southern China, known as the “Ancient Road from Yunnan-Guizhou to Youyan,” serving as a bridge for cultural exchange between the north and south.King Wen of the Zhou Dynasty passed through this area on his cultural mission to the southern regions. The local people “followed his cultural teachings,” which gave rise to Zunhuadian Town in the district. A stone stele inscribed with “King Wen’s Cultural Mission to the Southern Regions” is still preserved there. When Confucius led Zilu on a tour of the states, they reached the banks of the Du River (now the Sha River), leaving behind the historical sites of “Zilu Asking for Directions” and “Confucius’s Book-Drying Platform.”The first underground Communist Party organization in Yingcheng—the Huangbai Mountain Branch of the Communist Party of China, founded by Shi Jiayun, Li Zijian, and others—was established here.

The business environment is favorable. As the window for Pingdingshan’s opening to the outside world and the main hub for independent innovation, the Municipal Party Committee and Municipal Government have issued the “Interim Provisions on the Pingdingshan High-Tech Industrial Development Zone,” granting municipal-level economic management authority to build a fast and efficient administrative service system;The “Measures for Investment Promotion in the Joint Construction of China Nylon City by the Pingdingshan Municipal People’s Government and China Pingmei Shenma Group” and the “Measures for Promoting the Development of the Central Plains Electrical City in Pingdingshan” have been enacted, offering preferential policies in areas such as funding support, technological innovation, financial assistance, and public services; six major service parks have been established, implementing “full-process agency services” for projects, joint review and approval for major projects, and a “Chief Service Officer” system to provide enterprises within the zone with robust, high-quality, and efficient services.

By focusing on the requirements of “delegating authority, expanding scope, and invigorating the economy” in institutional and mechanism reforms, the High-Tech Zone has accelerated its high-quality development. Full and comprehensive empowerment has unleashed the dividends of reform and stimulated development vitality; flexible expansion has been achieved through the “one zone, multiple parks” model, coordinating the city’s innovation resources, expanding its influence, and strengthening the momentum of economic growth;streamlining the management system to emphasize “small government, big service,” and establishing an operational framework of “Management Committee + Park, + Company, + Platform”; igniting entrepreneurial passion through KPI-based performance evaluations, where every employee bears responsibility and faces pressure, transforming the vitality unleashed by reform into a surging driving force for work and innovation, resulting in unprecedented enthusiasm and a renewed spirit.

Currently, the High-Tech Zone is brimming with positive energy and united in purpose, exhibiting the best development momentum in its history. It has climbed nine places in the national ranking of high-tech zones for two consecutive years, entering the national top 100. In terms of economic and social development goals, scientific and technological innovation, investment promotion, project construction, and improvements to the living environment, the Zone ranks among the city’s leaders.
