The Yichuan County Industrial Cluster is one of the first 180 industrial clusters designated in Henan Province. With a planned area of 15.87 square kilometers, it is divided into “one zone and two parks.” The East Park is located in Shuizhai Town and Baisha Town, while the West Park is located in Chengguan Town. Its leading industries include advanced aluminum processing, new energy, and electronic information.It has successively been awarded honors such as “Top 10 Fastest-Growing Industrial Clusters in the Province,” “Most Innovative Industrial Cluster in the Province,” “Industrial Cluster with the Best Legal Investment Environment in the Province,” “Provincial Demonstration Base for New Industrialization in Deep Aluminum Processing,” “Provincial Circular Economy Pilot Unit,” and the “Provincial 5A-Level Best Investment Service Golden Star Award.”

The zone boasts significant locational advantages. The Jiaozhi Railway runs through the area, featuring a passenger station and a freight station with an annual throughput of 600,000 tons; the Erguang and Southwest Ring Expressways, the Luoluan Expressway, and the Zhenglu and Luolu trunk highways all converge here. From the industrial cluster, it takes 25 minutes to reach downtown Luoyang, 40 minutes to Luoyang Airport, and 100 minutes to Zhengzhou Airport.

The area is rich in water and hydropower resources. The Yi River and the East No. 1 Main Canal flow through the zone.The surrounding area features the Dinghui and Heilonggou reservoirs, with a combined storage capacity of 30 million cubic meters; total groundwater resources amount to 50 million cubic meters. Three new water sources are currently being planned and constructed. The industrial cluster houses two thermal power generation enterprises; following upgrades and renovations, their total installed capacity will reach 2.1 million kilowatts, with an annual power generation capacity of 14.7 billion kilowatt-hours. These abundant water and electricity resources provide strong support for enterprises seeking to establish operations here.

The industrial foundation is robust. Key enterprises of the Yidian Group, including the First Aluminum Plant, Second Aluminum Plant, Second Power Plant, Third Power Plant, and Carbon Plant, are distributed within and around the cluster. Aluminum production capacity exceeds 840,000 tons, with deep processing capacity exceeding 650,000 tons; the total capacity for aluminum deep processing—including both completed and under-construction facilities—is nearly 1 million tons. The area serves as Henan Province’s demonstration base for the new industrialization of the aluminum deep processing industry.

Comprehensive supporting services are in place. To date, the zone has constructed a total of 120 kilometers of roads, 150 kilometers of water supply pipelines, 113 kilometers of sewage pipelines, and 8 kilometers of gas pipelines. It has built one 220 kV and one 110 kV substation, one Animation and Creative Design Academy, one Comprehensive Service Center, one air quality monitoring station, and one water treatment plant. Additionally, 180,000 square meters of standardized factory space available for lease have been completed.Construction is currently underway on a cluster hospital, a sewage treatment plant, and a waste transfer station. The park has achieved near-complete coverage of water, electricity, roads, gas, heating, telecommunications, sewage treatment, and waste disposal services, providing “round-the-clock” and “concierge-style” support to tenant enterprises.
