Yilong New District is one of the functional zones of Xingyi City. According to the urban system planning results of Southwest Guizhou Prefecture, the urban structure of Xingyi comprises the urban area of Xingyi and Yilong New District. In accordance with the directives of the Prefectural Party Committee and the Prefectural Government, efforts are being made to promote the comprehensive integration of Xingyi City and Yilong New District [6], strengthen the driving role of the city [7], and establish a successful pilot project [6].Yilong New District in Xingyi City enjoys convenient transportation links, with the Xingyi Ring Expressway, the G7612 Nayong-Xingyi National Expressway, the G354 Nanchang-Xingyi National Highway, the Guanling-Xingyi High-Grade Highway, the Shankun Expressway, National Highway 324, and the Nankun Railway all passing through the area. Within the district are scenic attractions such as the Dingxiao Guizhou Dragon Fossil Park of the Xingyi National Geopark and geysers.
Pursuant to the approval of the People’s Government of Guizhou Province, the Xingyi City Master Plan has officially taken effect.The plans for Xingyi City’s development goals, functional structure, and urban spatial structure have been approved by the Provincial People’s Government [2]. The Yilong New District has been designated as a functional cluster within Xingyi City, further strengthening the city’s unified planning and management of major construction projects, optimizing the urban structure, and enhancing urban functions. The city is thoroughly implementing the spirit of the Central Urban Work Conference and the Provincial Urban Work Conference, accelerating the improvement of the quality of new-type urbanization with mountainous characteristics, and expediting integrated urban-rural planning and the development of integrated urban-rural areas.
