The Heyuan Jiangdong New District Industrial Transfer Park (hereinafter referred to as the “Jiangdong New District Industrial Park”) is located on the east bank of the Dongjiang River in downtown Heyuan. Established in 2015, it enjoys convenient transportation links, lying approximately 150 kilometers from both Guangzhou and Shenzhen as the crow flies. Situated at a key transportation hub connecting eastern, western, and northern Guangdong with Jiangxi Province, and complementing the Heyuan High-Tech Development Zone across the river, it serves as a vital strategic platform for Heyuan’s cross-river development.The Heyuan Station of the Ganzhou-Shenzhen High-Speed Railway is situated 1.8 kilometers from the park, making it Heyuan’s primary gateway for “integration with the south” toward Shenzhen. Upon completion, it will become an essential route for Shenzhen’s northward expansion, and the extensive railway network will further facilitate connections between the Yangtze River Delta region and provinces such as Jiangxi, Anhui, and Hubei.The park was designated as a provincial-level industrial transfer park in May 2015 and was incorporated into the Shenzhen (Heyuan) Industrial Transfer Industrial Park joint development initiative in August 2018, thereby benefiting from the Shenzhen-Heyuan industrial cooperation policies;In December 2020, it was approved as a provincial-level high-tech zone, becoming the first provincial-level industrial transfer park and high-tech zone among the 12 new districts in Eastern, Western, and Northern Guangdong. It serves as a major strategic platform for the new district to cultivate and develop high-tech industries and drive the vigorous growth of an innovative economy.

As the main hub for the development of strategic emerging industries in the Jiangdong New District and a key location for the extension of high-quality, high-end industries from the Guangdong-Hong Kong-Macao Greater Bay Area as well as the transfer and transformation of scientific and technological achievements, the Jiangdong New District Industrial Park is being developed and constructed in accordance with the concept of “integrating industry and city, and promoting industry through urban development.” Specifically, the western area along the Dongjiang River and the northern area along the Baipu River are planned to primarily develop urban functions and supporting facilities for park life;while the eastern and southern zones focus on industrial projects centered on new materials, high-end equipment manufacturing, next-generation electronics and information technology, automotive parts, and life sciences.

　　Currently, the park has begun to form a significant cluster in strategic emerging industries such as new materials, high-end equipment manufacturing, next-generation electronic information, and life sciences. The next-generation electronic information industry cluster features platform projects with regional influence, such as the Alibaba Guangdong Big Data Comprehensive Platform. By focusing on big data infrastructure, services, and manufacturing, it is building a closed-loop big data ecosystem and continuously improving the big data industrial chain.

　　The high-end equipment manufacturing cluster focuses on the intelligent equipment manufacturing industry, actively fostering and expanding leading enterprises to promote industry aggregation and collaborative development. It is home to a number of equipment manufacturing enterprises and projects, including Jinguowei Communication Equipment and Fudekang Electronics. The new materials industry cluster is developing rapidly in fields such as polymer materials and nanomaterials, while also expanding into emerging areas of the new materials sector. It features leading enterprises with strong driving capabilities, such as Aijie High-Tech Materials and Xuanlang Industrial.Among these, Guangdong Xuanlang Industrial Co., Ltd. has a total investment of approximately 600 million yuan. The project covers an area of about 49,000 square meters with a total floor area of approximately 70,000 square meters. It primarily engages in the R&D, design, production, and sales of large-size LCMs and their components. The company holds 62 invention and utility model patents.

　　The Life and Health Industry Cluster actively attracts pharmaceutical and medical device manufacturing technologies and projects from the Greater Bay Area. Focusing on green health foods and beverages, pharmaceuticals and medical devices, and health services, the cluster includes projects such as Heyuan Enaseng Medical and Heyuan Songle Biotechnology.Among these, Guangdong Enaseng Medical Technology Co., Ltd. has a total investment of approximately 320 million yuan. The project covers an area of about 20,000 square meters, with a total floor area of no less than 30,000 square meters. The project focuses on the R&D and manufacturing of medical consumables and devices.The company holds 7 invention patents, 11 utility model patents, and 1 software production patent. Notably, its calcium-lime product has obtained ISO 13485 quality system certification—a first in China—and is currently sold and used in major Grade A tertiary hospitals across Guangdong.

The Automotive Parts Cluster features an automotive parts industry led by Kaizhong Precision, the national market leader in automotive commutators. Heyuan Kaizhong Precision Technology Manufacturing Co., Ltd. has a total investment of approximately 2.55 billion yuan,The project covers an area of approximately 200,000 square meters with a total construction area of about 240,000 square meters. It primarily engages in the R&D, production, and sales of high-tech precision components such as commutators, slip rings, automotive connectors, and elastic materials. The company ranks first in China and second globally in micro-specialty motor commutators, with major clients including Mercedes-Benz, BMW, Audi, Philips, and HP.

　　Since its establishment, the Jiangdong New District Industrial Park has continuously increased investment, built urban supporting facilities to high standards, and fully implemented an innovation-driven development strategy. As of 2022, the park has signed 41 projects with a total investment exceeding 30 billion yuan.Among these, five projects have investment amounts exceeding 1 billion yuan. The park is home to 39 industrial enterprises, including 10 large-scale enterprises. It has completed 13 municipal roads, four bridges, and 1.2 kilometers of landscaped waterways. Industrial support facilities within the park—including schools, employee apartments, the park management center and incubation center, a sports plaza, supermarkets, and self-service banks—as well as public service systems such as the power supply station and tax bureau have been successively constructed and put into use.
