Park Overview
In April 2015, the Pingtan Area of the China (Fujian) Pilot Free Trade Zone was officially established. In February 2023, the State Council approved the *Master Development Plan for the Pingtan Comprehensive Experimental Zone (2023–2035)*, designating the 328-square-kilometer area of Pingtan Island as a customs supervision zone and implementing the principle of “relaxing controls at the first line while maintaining strict controls at the second line.”
The "Master Plan for the Development of the Pingtan Comprehensive Pilot Zone (2023–2035)" outlines the direction for industrial development, focusing on emerging industries such as marine, electronic information, biomedicine, and new energy, with the aim of building a high-level demonstration zone for the integration of industry and urban development.
Leveraging the inherent advantages of its island resources, the pilot zone prioritizes the development of modern marine industries such as offshore engineering equipment, marine fisheries, and shipping logistics, while expanding emerging marine industries.
The Pilot Zone is committed to developing industries such as integrated circuit design and R&D, packaging, testing, and manufacturing, software and information technology, and digital trade, and has already nurtured 38 national high-tech enterprises.
The Emerging Industries Park is Pingtan’s largest industrial development zone. Its core area spans approximately 9,000 mu and is primarily dedicated to strategic emerging industries such as next-generation information technology and the health industry.
The Pilot Zone leverages platforms such as the Haixi Quarantine and Inspection Center and the Cross-Strait Traditional Chinese Medicine Trading Center to prioritize the cultivation of industries including specialty traditional Chinese medicine, laboratory animals, pharmaceutical R&D under bonded zones, and cosmetics.
The Pilot Zone boasts exceptional wind energy resources and is one of the world’s three major wind corridors. The installed capacity of completed and under-construction wind farms totals 1.2383 million kilowatts, with a planned total installed capacity of 3.35 million kilowatts for future wind farms.
