Park Overview
Located on the southern bank of the Xi River in the Jiulongjiang River plain, the Zhangzhou High-Tech Industrial Development Zone is renowned nationwide as a “Land of Flowers and Fruits” and the “Hometown of Zhangzhou Narcissus”; it is also one of the four major economic growth poles of Zhangzhou City.Established in November 2012 with the approval of the provincial government, it was upgraded to a national-level high-tech industrial development zone in December 2013 with the approval of the State Council. In September 2014, the Development Zone’s Party Working Committee and Administrative Committee were officially inaugurated;In August 2019, the zone implemented institutional reforms to integrate the zone and local government administration and adopt a delegated management system. It covers a total area of 245 square kilometers and administers 2 townships, 1 Jingyuan Town Village Management Office, and 69 villages (residential communities and farms), with a population of approximately 200,000.In 2024, among the 178 national high-tech industrial development zones that participated in the national comprehensive evaluation, Zhangzhou High-Tech Industrial Development Zone ranked 115th overall.
The High-Tech Industrial Development Zone is positioned as a key area for cross-strait high-tech cooperation, a demonstration zone for Minnan cultural and ecological industries, and a new urban area that integrates industry and city life, offering a livable and business-friendly environment;As a key component of the “One Core, Two Wings” development strategy for Zhangzhou’s central city—specifically serving as the “One Core”—the High-Tech Zone focuses on developing three major zones: the Jingyuan “Smart Technology and Pharmaceuticals” Industrial Park, the Nanhu “Mass Entrepreneurship and Innovation” Industrial Park, and the Zhanqian Headquarters Economy Industrial Park.
[Three Major Zones]
1. Jingyuan “Smart Manufacturing and Biopharmaceuticals” Industrial Park: With a total planned area of 20.8 square kilometers (31,200 mu) and a 4,800-mu initial development zone, the park focuses on attracting leading enterprises, building industrial chains, and establishing clusters. It aims to accelerate the development of two major industrial clusters—biopharmaceuticals and smart manufacturing—while advancing the upgrading of the industrial foundation and the modernization of industrial chains.
2. Nanhu “Mass Entrepreneurship and Innovation” Industrial Park: With a total planned area of 13.1 square kilometers (19,650 mu) and a launch zone covering 5,000 mu, this park will fully leverage the advantages of the Nanhu Ecological and Cultural Park,the Narcissus Base, the Boyi Planning, Architecture, and Design Museums, and the influence of Pien Tze Huang. The project will primarily construct a high-end traditional Chinese medicine hospital under the Pien Tze Huang brand to drive the development of medical aesthetics and wellness real estate, establish a national laboratory, and rapidly form a “mass entrepreneurship and innovation” cultural and tourism economic zone that integrates industry, city, and people, thereby creating a garden-style headquarters base and an innovation and creation park.
3. Station-Front Headquarters Economic Industrial Park: With a total planned area of 12.7 square kilometers (18,990 mu) and a pilot zone covering approximately 3,905 mu, this project will leverage transportation infrastructure such as high-speed rail stations and intercity rail lines to focus on developing a modern urban complex featuring regional headquarters, business and finance, commercial services, and tourism hubs.
