Established in 1993 with the approval of the State Council, the Chongqing Economic and Technological Development Zone is the city’s first national-level economic and technological development zone. Aligning with its overarching vision of a “Green Smart Valley and City of Quality Living,” the zone adheres to the guiding principle of “ecological priority and green development,” and is committed to building a model zone for green development, a pioneer zone for inland opening-up, and an innovation zone for the smart economy.A 1.7-square-kilometer area within the zone has been incorporated into the Pilot Free Trade Zone, and construction has begun on the Yinglong Business District centered around Chongqing East Railway Station. Efforts are focused on developing the 2.48-square-kilometer “Three Zones and One City” of China Smart Valley to support Chongqing’s development as a major national smart industry base and a pilot demonstration zone for the digital economy.
First, the convergence of four major national strategies—the Belt and Road Initiative, the Yangtze River Economic Belt, the Pilot Free Trade Zone, and China-Singapore cooperation—provides us with vast development opportunities.
Second, the 1.7-square-kilometer area centered on the Danzishi Central Business District has been incorporated into the Free Trade Pilot Zone. The focus is on developing emerging financial services—centered on industrial finance, insurance services, and comprehensive financial services—as well as headquarters economy and business travel services.
Third, within the China-Singapore Strategic Interconnectivity Cooperation, we are actively exploring breakthroughs in four key areas: financial services, electronic information, transportation and logistics, and modern services.
Fourth, we will launch the construction of the Yinglong Business District. Centered around Chongqing East Station—the city’s largest high-speed rail station—it will be developed in accordance with the municipal government’s planning to serve as a major hub for passenger and freight transportation, a key platform for opening up to the outside world, and a vital commercial and trade cluster for the city.
Fifth, drawing inspiration from Guiyang’s Data Valley, Wuhan’s Optics Valley, and Hefei’s Sound Valley, we will focus on building the 2.48-square-kilometer “Three Zones and One City” of China’s Smart Valley (Smart Terminal Industry Cluster, Smart Platform Cluster, Smart Manufacturing Innovation Cluster, and Smart Living New City). This initiative will support Chongqing’s efforts to become a major national smart industry base, a first-class national demonstration city for intelligent applications, and a pilot demonstration zone for the digital economy.
