The Huaibei High-Tech Industrial Development Zone, formerly known as the Huaibei Economic Development Zone, is a provincial-level development zone established in February 1996 with the approval of the provincial government. It comprises the Comprehensive Commerce and Trade Zone (4.24 square kilometers), the Longhu Park (7.89 square kilometers), and the New District (17.65 square kilometers), with a total approved area of 29.78 square kilometers.In July 2018, the provincial government approved the renaming of the zone to the Anhui Huaibei High-Tech Industrial Development Zone. The zone focuses on developing three key industries: high-end aluminum-based metal materials, automotive components, and modern textile printing and dyeing. It is home to 92 industrial enterprises above designated size, 46 strategic emerging enterprises, 1 National Manufacturing Single-Champion Demonstration Enterprise, 5 "Specialized, Refined, Unique, and Innovative" (SRUI) "Little Giant" enterprises, and 1 listed company.The momentum of scientific and technological innovation is robust. The park currently hosts 76 national high-tech enterprises, 105 science and technology-based small and medium-sized enterprises, 4 national intellectual property demonstration (advantageous) enterprises, and 38 innovation platforms at the provincial level or above. It features a harmonious integration of industry and urban life, making it a livable and business-friendly environment. The Huaibei Science and Technology Innovation Center, Government Service Center, Human Resources Service Industrial Park, and Postal Digital Intelligence Command Center have successively established operations here, further concentrating innovation resources and enhancing urban functions.The park boasts well-developed infrastructure for water, electricity, gas, and roads, with 1.18 million square meters of standardized factory space completed, providing convenient facilities for industrial development. The business environment continues to improve. Focusing on creating a first-class business environment, the park has deepened reforms in regional evaluation, “standard land” policies, comprehensive law enforcement, and administrative approval, effectively reducing institutional costs for enterprises.

The park is home to key enterprises such as Anhui China Resources Jinchan Pharmaceutical Co., Ltd., Anhui Guoxuan Xiang Aluminum Technology Co., Ltd., Anhui Xiangbang Composite Materials Co., Ltd., Anhui Lishen New Energy Development Co., Ltd., Anhui Jingxin Electronics Co., Ltd., Huafu Fashion Co., Ltd., Huaibei Wangneng Environmental Energy Co., Ltd., Anhui Mingmei New Energy Co., Ltd., Anhui Hepai Special Vehicle Manufacturing Co., Ltd., Rongsheng Home Furnishings Co., Ltd., Huaibei Ningfeng Wood Industry Co., Ltd., Anhui Zhongyi Adhesive Tape Co., Ltd., and Anhui Longbo Electric Co., Ltd.
Abundant land and ample power supply. Huaibei High-Tech Zone boasts abundant land resources, with the New District holding 30 square kilometers of planned reserve land, of which 20 square kilometers have already been developed. The Phase I 2×660 MW units and Phase II 1,350 MW units of the Pingshan Power Plant, located within the New District, have been connected to the grid and are generating electricity. Additionally, the Datang Hushan Power Plant and Guoan Power are situated in the vicinity of the New District, fully ensuring a stable power supply for enterprises in the park.

Prime Location and Convenient Transportation. The Jingtai Expressway and Sixu Expressway form a highway network around the High-Tech Zone, with highway exits adjacent to the New District. The northern part of the New District, supported by the Qinglongshan Freight Railway Station, inland river terminals, and the Chuanhua Logistics Road Port, has become Huaibei City’s largest warehousing and logistics hub. The Huaibei High-Speed Rail offers direct access to cities such as Beijing, Shanghai, and Hangzhou within three hours.

Technology-Driven and Talent-Centric.The zone has established a special fund to support technology development, while actively securing national, provincial, and municipal funds for the growth of local technology-based enterprises and assisting them in patent applications. The Huaibei Vocational Education Park, located in the Eastern New City between Longhu High-Tech Zone and the New District, has a total enrollment capacity of 80,000 students. It is planned to become a distinctive and influential center for vocational education and training, internships, technological R&D, and information services in the Jiangsu-Shandong-Henan-Anhui region, providing robust talent support and intellectual resources for the development of enterprises within the park.
Integrated Industry and City, Livable and Business-Friendly. In accordance with the requirements for the integrated development of industry and city, as well as the synchronized advancement of new industrialization and urbanization, the Huaibei High-Tech Zone has further optimized the spatial layout of its industrial, public facilities, and commercial service planning. In addition to industrial development, the High-Tech Zone will also strengthen the introduction and development of modern service and lifestyle service projects. The supporting facilities within the park—including the Science and Innovation Center, Qihang Plaza, and Neighborhood Center—will transform the High-Tech Zone into a modern industrial city with a rational industrial layout and well-developed infrastructure.

Preferential Policies and Efficient Services. Technology enterprises establishing operations in the High-Tech Zone can fully benefit from relevant national, provincial, municipal, and district-level policies supporting industrial and technological development. The Huaibei High-Tech Zone houses specialized branches for land management, urban planning, construction, environmental protection, and taxation, enabling a closed-loop operational service system. The Zone’s Enterprise Service Center provides comprehensive agency services for land acquisition, business registration, planning, and construction procedures, offering enterprises “one-stop” personalized services.
