Park Overview
The Mianyang Economic and Technological Development Zone is located in Mianyang—China’s only “Science and Technology City,” the second-largest city in Sichuan Province, and the third-largest economy in the Chengdu-Chongqing Economic Circle. Established in August 2000 and upgraded to a national-level economic and technological development zone in October of the same year, it serves as the southern main urban area of Mianyang.The zone covers a total area of 65 square kilometers, with 45 square kilometers included in the urban control plan and 26 square kilometers of built-up area. It has a population of nearly 200,000 and comprises Tangxun Subdistrict and Songya Town.Mianyang Economic and Technological Development Zone is an Outstanding Industrial Park of Sichuan Province, a Provincial Demonstration Base for New-Type Industry, and a pilot zone for the construction of ecological industrial parks in Sichuan. In April 2022, it was successfully designated as a provincial-level chemical industrial park. It currently hosts Sichuan’s first connector industry cluster and is a “Demonstration Zone for Advanced Manufacturing in Western China” currently undergoing accelerated development.
(1) Mianyang Economic and Technological Development Zone boasts a robust innovation system and an exceptional entrepreneurial environment.
Mianyang is embarking on a new journey with the fresh mission of building a National Pilot Demonstration Zone for Science and Technology Innovation. Concurrently, the Mianyang Municipal Party Committee and Municipal Government have entrusted the Mianyang Economic and Technological Development Zone with the honorable mission of “leading scientific and technological innovation through the development of high-end industries.” With 934 technology-based small and medium-sized enterprises, 54 science and technology innovation platforms, and one million square meters of co-working spaces, the zone supports the development of scientific and technological innovation and empowers entrepreneurs to forge ahead.
Mianyang Economic and Technological Development Zone offers ample resource support, with over 6,000 mu of available land within its jurisdiction. This includes 440 mu of commercial land designated for the development of commercial residential buildings and mixed-use complexes, and 5,580 mu of industrial land.Approximately 1,355 mu of Class I industrial land is located near residential areas, effectively addressing corporate labor recruitment and employee housing needs; approximately 2,465 mu of Class II industrial land is adjacent to industry-leading companies such as Dongcai Technology and Hongke Innovation; and approximately 1,760 mu of Class III industrial land is situated near chemical industry leaders such as Lier Chemical and Meifeng Technology.The district has already constructed 350,000 square meters of standard factory buildings, including the Electronics Manufacturing Industrial Park and the Advanced Manufacturing Service Center. Construction is currently accelerating on over 600,000 square meters of standard factory buildings for projects such as the Smart Home Industrial Park and the Biopharmaceutical Industrial Park. By the end of 2024, the total area of standard factory buildings in the district is expected to exceed 2 million square meters. The park boasts ample supplies of water, electricity, and gas, as well as significant advantages in human resources and other resources. Its infrastructure is comprehensive, featuring a road network backbone, water supply and drainage systems, gas, electricity, telecommunications, and 5G networks.
In 2022, Hongke Innovation, a local enterprise, was honored as a national “Smart Manufacturing Demonstration Factory” and a “Sichuan Green Factory.” Tianxuan Valves and Shuwang New Energy were recognized as “Little Giants” under the Specialized, Refined, Distinctive, and Innovative (SRDI) initiative, while Changhong Power Supply and Xuebao Dairy were listed among Sichuan’s SRDI SMEs. It can be said that choosing Mianyang means seizing the initiative in innovative development and gaining a head start from the very beginning.
(2) Mianyang Economic and Technological Development Zone has a clear development strategy and prominent competitive industries.
We are focused on developing three leading industries—smart terminals, fine chemicals, and intelligent equipment—as well as two specialty industries—new functional materials and electronic components. A total of 9,334 enterprises of various types have gathered here.
The smart terminal industry within the zone has already formed a 10-billion-yuan industrial cluster. It is home to 25 leading enterprises, including Changhong Air Conditioning (a Fortune Global 500 company), Haili Electric (with an annual production capacity of 4 million air conditioner compressors), Meiling Refrigerators, Changhong Laser, and Changhong Power. We will continue to prioritize the recruitment of industrialization projects in areas such as smart terminal devices and application services, extend and strengthen the industrial chain, and elevate the overall level of the smart terminal industry.
Mianyang Economic and Technological Development Zone is one of Sichuan Province’s first chemical industrial parks, and its fine chemicals industry is on track to become a 100-billion-yuan industrial cluster. The zone is home to 22 leading domestic chemical enterprises, including Lier Chemical—which holds the world’s top market share for the active ingredient glufosinate ammonium—as well as Meifeng Technology and Hedaxi. We will continue to focus on developing clean energy and fine chemicals, prioritizing the R&D and production of active ingredients, formulations, and chemical intermediates, while actively fostering the large-scale development of the new energy industry.
Adhering to the development philosophy of “chain-based layout and cluster-driven growth,” the Mianyang Economic and Technological Development Zone has made significant strides in the field of intelligent manufacturing equipment. It currently hosts 23 key enterprises, including Jinqiao Welding Materials—the world’s largest comprehensive welding materials manufacturer—and Huachen Rui’an, one of China’s top ten camshaft manufacturers. We will concentrate on supplying automotive components such as composite camshafts, new energy batteries, and charging modules, thereby facilitating the transformation of the automotive parts industry into an intelligent equipment manufacturing sector.
In the field of new functional materials, the zone has attracted a number of key “high-tech, specialized, and precision” enterprises, including Dongcai Technology—one of China’s top ten companies in the light industry plastics sector—and Hongke Innovation, which holds the second-largest global and the largest domestic market share in ultra-thin glass (cover glass). We will continue to focus on developing niche areas such as new membrane materials, functional glass, and new optical materials to promote the high-end development of the new functional materials industry.
In the electronic components sector, we have been approved as a national-level specialty industrial cluster for small and medium-sized connector enterprises. The zone is home to over 20 industry-leading companies, including Huafeng Technology—a core backbone enterprise supplying connectors for the aerospace industry—and Ruikeda Connectors, which boasts domestically leading technological capabilities. We will prioritize attracting enterprises engaged in the R&D, production, and downstream applications of optoelectronic connectors and sensors to drive the intensive and clustered development of the core electronic components industry.
(3) Mianyang Economic and Technological Development Zone offers abundant policy benefits and an excellent business environment.
We have comprehensive business-friendly policies. In addition to various universal policies, the Mianyang Economic and Technological Development Zone also enjoys exclusive policies at both the national and provincial levels, resulting in significant synergistic advantages. At the national level, we have a “fast-track mechanism” for the construction of the Science and Technology City, a regular joint ministerial-provincial conference system, and 16 special policies outlined in guiding documents issued by the General Office of the State Council.At the provincial level, the Provincial Party Committee and Provincial Government have specifically issued the “Opinions on Promoting the Accelerated Development of China (Mianyang) Science and Technology City.” In addition to providing 20 support policies, the document clarifies that any policy conducive to the accelerated development of Mianyang Science and Technology City may be implemented by the Science and Technology City by reference. At the municipal level, the Municipal Party Committee has clearly put forward the “Five-City Strategy,” is fully committed to building “Five Centers and One Hub,” and has issued policies such as the “24 Measures for Prioritizing Industry,” “33 Measures for Promoting the Healthy Development of the Private Economy,” “16 Measures to Optimize the Business Environment in Industrial Parks,” “10 Measures for Investment Promotion,” “10 Measures for Talent Development,” “10 Financial Measures,” and “10 Measures for Science and Technology Innovation.” At the district level, a series of preferential policies have been introduced, including the “Several Policies on Expanding Opening-up and Promoting High-quality Development.” Annually, over 300 million yuan in special funds for industrial development are disbursed, and a 50-million-yuan talent development fund has been established.Last year, we disbursed 27.68 million yuan in talent incentives, secured 295 units of talent housing, and recruited 308 professionals holding master’s degrees or higher, significantly enhancing the park’s appeal and competitiveness.
