Introduction to the Development Zone / Industrial Park:
Established in May 1993 with the approval of the State Council, the zone comprises three subdistrict offices—Aotou, Xiqu, and Xiayong—as well as 29 administrative villages and 43 communities. It covers a land area of 293 square kilometers, a maritime area (including islands) of 1,319 square kilometers, and a coastline of 55.262 kilometers. It is the only petrochemical base on the eastern coast of the Pearl River Delta. As a national-level economic and technological development zone, it has evolved into a port-adjacent industrial base where leading industries such as petrochemicals, electronic information, and automotive equipment manufacturing have clustered and developed. In 2024, the district’s GDP reached 103.6 billion yuan, representing a 7% increase, while the industrial added value of enterprises above designated size reached 69.8 billion yuan, marking a 14.4% growth.
Key Industries:
The core industries are petrochemicals, electronics, and automobiles; The district is prioritizing the development of a modern industrial system centered on “New Intelligence and High-End” sectors—specifically next-generation electronics, smart connected vehicles, and high-end equipment—while proactively laying the groundwork for future industries such as brain-inspired intelligence, innovative pharmaceuticals, 6G, and quantum computing.
Location and Transportation:
Located in the southern part of Huizhou City, Guangdong Province, the district borders Shenzhen’s Pingshan District. It is 47 nautical miles from Hong Kong, approximately 60 kilometers from downtown Shenzhen, and about 120 kilometers from downtown Dongguan.Air: A 30-minute drive to Huizhou Airport, and a 90-minute drive to both Shenzhen Bao’an International Airport and Hong Kong International Airport; Rail: A 10-minute drive to Huiyang Station on the Xiamen-Shenzhen Railway; the Huizhou-Dongguan Railway connects to the national rail network, serving as the most convenient maritime gateway at the southern end of the Beijing-Kowloon Railway;Road: The Huizhou-Shenzhen Coastal Expressway and Huizhou-Dongguan Expressway run through the area, connecting to the Shenzhen-Shanwei, Huizhou-Yantian, Guangzhou-Shanwei, Guangzhou-Huizhou, and Huizhou-Hejiang expressways; Waterways: Home to Huizhou Port, a Class I national open port, with domestic and international shipping routes to Nansha, East China, Taiwan, Vietnam, the United States, and other regions and countries.
Industrial Layout & Ecosystem:
Industrial Layout:
Petrochemical Industry: As one of the seven national key petrochemical industrial bases (the only one in the province), it has achieved an annual production capacity of 22 million tons of crude oil and 3.8 million tons of ethylene. A total of 125 projects have been established here, with a total investment of 332.4 billion yuan.Electronics, Information Technology, and Automotive Equipment Manufacturing: Driven by enterprises such as BYD and Dongfeng Honda, the region has formed clusters in electronics, information technology, and automotive equipment manufacturing. The Pingshan River Science and Technology Innovation Corridor focuses on developing core sectors such as intelligent connected vehicles, automotive electronics, and new in-vehicle display technologies. “New Intelligence and High-Tech” Industries: The next-generation electronics and information technology sector extends upstream into key materials and components and downstream into smart terminals, with a focus on artificial intelligence and 4K/8K ultra-high-definition audiovisual equipment;High-end equipment focuses on smart robots, offshore engineering equipment, medical equipment, and low-altitude equipment.
Industrial Ecosystem:
Innovation Platform Support: The area boasts high-level platforms such as the Sun Yat-sen University Huizhou Research Institute and the Hong Kong Polytechnic University Daya Bay Technology Innovation Institute, and collaborates with research resources from institutions like Shenzhen University of Technology; it hosts four new-type R&D institutions, with a total of 124 laboratories and R&D centers jointly established by various research institutes and enterprises.Industrial Chain Synergy: We have established a cross-regional industrial chain synergy model of “Shenzhen R&D – Daya Bay Manufacturing,” achieving cross-regional collaboration in intelligent connected vehicles through “Daya Bay scenario testing + Pingshan certification.” The petrochemical industry has formed a complete integrated refining and chemical processing industrial chain, creating industrial synergy with the electronics and automotive sectors.Talent Aggregation Effect: The district has attracted a cumulative total of 150,000 professionals, with 135,200 industrial workers in the Pingshan River Science and Technology Innovation Corridor; high-quality “talent communities” have been established, along with a comprehensive talent service system.
